According to statistics, by the end of 2021, there were 32 old communities without property in Gutian, accounting for 38% of the total number of residential communities5%, with a permanent population of about 170,000 people. After investigation, the Organization Department of the Gutian County Party Committee found that the old community is often too small or the infrastructure is seriously aging, and most of the residents are difficult to accept higher property fees, resulting in a vicious circle of "the problem is not solved, the property fee is difficult, the service cannot keep up, and the fee is even more difficult", and it is difficult to attract for-profit property companies to station.
How to solve the problem? In March 2022, Gutian began to explore the registration of a property company by a community party organization, with the secretary of the community party organization serving as the legal representative of the property company. This kind of "self-family" property company adheres to the concept of "serving residents, focusing on public welfare, and low-standard fees", and promotes the aggregation and organic integration of property services and community governance tasks in the same direction around the "five haves" goals of public security prevention, cleaning, greening and maintenance, property maintenance and parking management; Referring to the management model of state-owned enterprises, the company's financial independent accounting is implemented, and the management is served by the cadres of the "two committees" of the community, and professional managers are hired to carry out professional operation and management of the property company.
Immediately afterwards, Gutian's first property company led by the community party organization, Wangjia Property, officially settled in the Oriental Pearl Community. According to Qiu Shiyan, Secretary of the Party Committee of Pingtung Community, the staff spent nearly a month to solicit opinions from door to door, and rectified the problems with the strongest demands of residents, such as facility renovation, elimination of potential safety hazards, and improvement of environmental sanitation5 yuan per square meter standard charge for property management.
Since Wangjia Property settled in, the sanitary dead ends of the Oriental Pearl Community have been cleaned up, equipped with all-weather security, and parking spaces have been reasonably planned. The community has also set up an industry committee and set up 3 volunteer service teams to carry out parent-child activities, cultural performances, conflict mediation and other volunteer services on a regular basis, so as to achieve "the theme of January 1 and activities every month".

On the basis of fully absorbing the pilot experience, Gutian took the property led by the community party organization as a breakthrough project for the secretary of the county, street and community to grasp the party building, and issued the "Guiding Opinions on the Property Service Company Led by the Community Party Organization" and the "Guidance Specification for the Work of Entering the Old Community" to provide institutional guarantee for this exploration.
At present, Gutian has established a total of 10 "self-family" property management companies led by community party organizations, covering 9,318 residents in 19 old communities.
