On February 25, the Office of the Provincial Safety Committee and the Office of the Provincial Consumer Safety Committee jointly issued a document and decided to carry out special management of fire safety of electric bicycles in the province from now on.
This special governance mainly focuses on the following 14 aspects:
a).Electric bicycles shall not be parked or charged in public areas such as public foyers, evacuation passages, stairwells, and safety exits of civil buildings
b).Electric bicycles shall not violate the safety requirements of electricity and privately pull wires and sockets for charging
3) Electric bicycles should be avoided indoors parked and charged;
iv).Electric bicycles are prohibited from entering the passenger elevator
5) Electric bicycles shall not be parked to block fire hydrants, block fire truck passages or occupy fire spacing;
6) New construction, renovation and expansion of residential quarters shall be in accordance with the relevant standards, planning and supporting the construction of centralized parking places and charging facilities for electric bicycles;
7) Qualified residential areas shall be based on the actual situation of the construction of electric bicycle centralized parking places and charging facilities, transformation and optimization of access roads;
8) Centralized parking places and charging facilities for electric bicycles shall be set up independently, and a safe distance shall be kept from high-rise civil buildings;If it is really necessary to install it in a high-rise civil building, it shall be separated from other parts of the building by fire protection;
9) Centralized parking places and charging facilities for electric bicycles shall be equipped with necessary fire-fighting equipment such as dry powder fire extinguishers and simple sprinklers, and the charging facilities shall be equipped with automatic power-off functions
10) Encourage residential communities to promote the application of the Internet of Things and intelligent technology means to monitor and warn electric bicycles entering the elevator;
XI).Strictly investigate and deal with the behavior of electric bicycle manufacturers producing without a license, producing beyond the scope of compulsory product certification, and not producing in accordance with the requirements of 3C certification
XII).Strictly investigate and deal with the unlicensed sale of electric bicycles, batteries, chargers and other accessories
XIII).Strictly investigate and deal with the removal of speed limiters, peripheral battery brackets, replacement of high-power batteries and other illegal and unauthorized modification of key components
14) According to the requirements of the notice of the "Key Work Tasks and Division of Labor Plan for Strengthening the Safety Supervision of the Whole Chain of Electric Bicycles" (Anhui Anban 2022 No. 87), fulfill the supervision responsibilities of the whole chain in accordance with the law, and strengthen the management of the production source, circulation and sales, end use, and dismantling of electric bicycles.
