The two departments require that the construction of the protection and improvement projects of famous historical and cultural cities and neighborhoods in various places should be in accordance with the principles of ensuring that everything should be protected, continuing the cultural context, rational utilization, improving people's livelihood, economic and practical, safe and beautiful. Do the "six nos":
First, the existing buildings will not be demolished on a large scale and in a concentrated manner;
the second is not to increase the scale of large-scale construction, and not to increase the pressure on resources and environment;
Third, we will not relocate residents on a large scale or by force, change the social structure, and sever the relationship between people, places and cultures;
Fourth, historical buildings and old buildings with protection value should not be relocated or demolished at will, and historical buildings should not be in disrepair, repaired but not used, and left idle for a long time;
Fifth, do not destroy the traditional pattern and street texture, do not arbitrarily straighten and widen the road, do not build the road, and build a large square;
Sixth, do not destroy the topography and landform, do not cut down old trees and existing trees with local characteristics, do not dig mountains and fill lakes, do not arbitrarily change or encroach on rivers and lakes, do not arbitrarily rebuild parks with historical value, and do not arbitrarily change old place names.
The two departments require that the construction of the protection and improvement projects of famous historical and cultural cities and neighborhoods in various places should comply with relevant laws and regulations and special protection plans, and the project construction plans and planning and design should be scientifically prepared. In addition, the competent department for the protection and management of the historical and cultural cities and blocks where the project is located shall implement the daily inspection and protection management system, incorporate the project implementation into the archives of historical and cultural blocks and historical buildings, strengthen the supervision and management of the whole process of project construction, and avoid the occurrence of acts that damage historical and cultural heritage. The construction content of the project should effectively solve the problem of "urgency, difficulty and longing" of the people, and improve the level of historical and cultural protection and the quality of the living environment.
