Taizu didn't want the veterans to control the military power anymore, but he couldn't find an excuse to cut their military power. Tang He saw Taizu's psychology, so he said to Taizu: "I am too old to lead the army anymore, please ask the emperor to take back my military power, but I hope to let me go back to my hometown to retire and die." Taizu was very happy when he heard this, and just relieved him of his heart disease, so he immediately allocated him a lot of money to build a pension house in Jindu (now Fengyang), and at the same time built a mansion for other princes and marquis.
In the nineteenth year of Hongwu, the Japanese harassed the border sea, and Taizu was very worried about coastal defense, so he said to Tang He: "Aiqing, although you are old, but now Haiphong is tight, and I can't trust others, so I hope you can reluctantly go for me again!" Tang He asked Fang Mingqian to go with him, and Taizu agreed. Fang Mingqian is Fang Guozhen's adopted son, he is very familiar with maritime affairs, and he is also very proficient in maritime operations, and often acts as a consultant for maritime defense. At Fang Mingqian's suggestion, Tang He prepared to build 59 cities along the coast of Zhejiang. He selected 35,000 strong men to build it, and used the local state and county money and grain as funds to build it. Due to the lack of manpower, some prisoners were also used. As a result, the prisoners often harassed the local people, and the local people in Zhejiang were very reluctant. Someone said to Tang He: "What should the people do if they have complaints? Tang He said: "If you want long-term peace, don't look at the small interests in front of you, and you can't take care of the small details when you do big things. "I was so scared that no one dared to talk about it again. The next year the city was repaired. Tang He recruited one man from a family of four men as a soldier, and a total of more than 58,000 people were recruited. Another year passed, and the outpost in Fujian and the sea was also completed, and Tang and Hui were handed over. The new mansion that Taizu built for him in Zhongdu was also built, so he led his family to resign and go to live in Zhongdu. Taizu rewarded him with a lot of gold, silver, and cloth, and sent an edict to praise them greatly. Since then, Tang He has gone to the capital once a year to face the saint.
In August of the 28th year of Hongwu (1395), Tang He died at the age of 70.
