State owned enterprises do not play football, Dongguan has a pragmatic sobriety

According to a recent report, the Dongguan Municipal Bureau of Culture, Radio, Television, Tourism and Sports said in response to the relevant proposal of Yang Yijian, a member of the CPPCC, that after the comprehensive opinions of the Municipal State-owned Assets Supervision and Administration Commission and the Municipal Federation of Industry and Commerce, Dongguan City's state-owned enterprises will not participate in the relevant acquisitions, sponsorships and the establishment of new clubs.

In his motion, Committee member Yang suggested that "one of the Guangzhou City Football Club and Shenzhen Football Club be able to relocate and settle in Dongguan" and hoped that state-owned enterprises in the city would participate. As we all know, football is the world's largest sport, with the increasing concern about the image of the city, and the concept of "running the event is running the city" gradually rooted in the hearts of the people, some CPPCC members proposed to introduce the Super League team, through the football event to enhance the city's reputation is not abrupt, and it is not difficult to understand that there are state-owned enterprises that can directly go down. After all, compared with ordinary private enterprises, most state-owned enterprises are stronger, more stable, and theoretically have more spare power to run football. What can be corroborated is that among the 16 Chinese Super League teams in the 2023 season, more than half of the clubs have state-owned enterprises, and the investors of the champions, runners-up and runners-up are all state-owned enterprises and state-owned assets.

However, football has the participation of state-owned enterprises, which does not mean that any state-owned enterprises are suitable for playing, and they can be played as soon as they are played. It is not difficult to find that state-owned enterprises invest in the operation of football, or have the best instructions: the enterprise itself has strong funds and can withstand the "loss of money and making money"; Either in line with the positioning of the state-owned enterprises themselves, for example, Jinan Cultural Tourism invested in Shandong Taishan Football Club, although its main business is to do investment and financing in the field of cultural tourism, but the culture and sports are not separated, and the investment in football is also famous. Regardless of these special circumstances, for state-owned enterprises, any investment and sponsorship must stick to their main business, and invest more resources and funds in important industries and key areas related to the national economy and people's livelihood, which is the right way.

In fact, this is also the biggest reason why Dongguan officials politely rejected the suggestion that "municipal state-owned enterprises play football". In accordance with the local "Notice on Confirming the Main Responsibilities and Main Businesses of Municipal Enterprises" and the "Measures for the Supervision and Administration of Investment of Municipal State-owned Enterprises in Dongguan City", municipal enterprises should strengthen investment management according to the functional positioning of enterprises and their main businesses, strictly control investment activities in non-main businesses, strictly limit the proportion of investment in non-main businesses and unplanned non-main business projects, and avoid blind expansion. At present, Dongguan's state-owned enterprises are mainly concentrated in the fields of transportation, finance, energy, public utilities, etc., and there are no state-owned enterprises in the type of culture, tourism and sports.

Taking a step back, even if Dongguan has state-owned enterprises of the type of culture, tourism and sports, they can still say no to playing football in the next game. After all, in addition to fulfilling social responsibilities, state-owned enterprises should also focus on revenue and profits, and any investment decisions must be based on the principle of maintaining and increasing the value of state-owned assets. To put it simply, in order to be able to calculate the financial accounts, it needs to be sustainable. In the current football market, it is very difficult to set up a Chinese Super League club and operate it well, and achieve a "double harvest" of word-of-mouth and profits, and the risk factor is also very high. In the spirit of being responsible for taxpayers' funds, it is necessary to be cautious.

As a nationally famous basketball city, it can be said that Dongguan has achieved great success through the operation of Guangdong Hongyuan Club, and some CPPCC members suggested that Dongguan should hold hands with football again, perhaps with the consideration of copying similar experience, but whether the municipal state-owned enterprises are suitable for the best people, it is indeed worth thinking deeply. In fact, Dongguan's success in basketball operation mainly depends on private enterprises, and it still relies on market-oriented ways and playing styles. From this point of view, while stating the position of the city's state-owned enterprises, Dongguan officials said that "if there is a Chinese Super League football club interested in settling down, it will match up with willing private enterprises", which also reveals a pragmatic sobriety.
