The opinions carry out all-round system design from the aspects of broadening the channels of talents, improving the quality and ability of talents, improving the talent evaluation mechanism, attaching importance to the use and management of talents, and improving guarantee and incentive measures.
In terms of solving the shortage of pension service talents, especially elderly care workers, the opinions clearly put forward to break the restrictions of education, age, identity, and geography in view of the diverse levels of pension services, cross-field cross-integration, and strong practicality, and clearly propose to recruit talents, cultivate talents, and gather talents in practice, strengthen employment and entrepreneurship support in the field of pension services, encourage multi-channel and multi-channel attraction of talents, and support cross-industry and cross-field talent flow.
In terms of the use and management of pension service talents, the opinions insist on setting up posts according to needs, and require all kinds of pension service institutions to scientifically set up management, professional technology, service skills and other positions according to their functional positioning, target groups, service characteristics, etc., and optimize the allocation of human resources.
At the same time, the opinions emphasize the improvement of the employment mechanism, encourage the pension service institutions to grade assessment, quality evaluation, subsidy support and other work, increase the evaluation weight of the allocation of skilled personnel in the pension service who have obtained the skill level certificate, guide the institution to support practitioners to actively participate in the evaluation of skill level, establish the orientation of "rewarding the good and punishing the inferior", and clearly establish and improve the mechanism of punishment and praise for trustworthiness of pension service talents.
For the first time, it was proposed to take elderly care workers as a pilot and improve the vocational skill level system for elderly service skilled personnel is another highlight of this opinion. The opinions put forward that on the basis of the five vocational skill levels set up by the previous relevant regulations, support qualified pension service enterprises can be combined with the actual situation in the senior technician level to add special technicians and chief technicians, and set up apprentices under the junior workers, forming a new eight-level vocational skill level (post) sequence composed of apprentices, junior workers, intermediate workers, senior workers, technicians, senior technicians, special technicians, and chief technicians, which further broadens the growth channel of elderly care workers. The opinions also further clarify the key issues such as the evaluation subject, evaluation management, and the use of evaluation results for elderly care workers and other elderly service skilled talents.
