The Ministry of Industry and Information Technology and the state have determined that the creation of low-carbon industrial parks includes:
(1) Vigorously promote low-carbon production
Strengthen the design of low-carbon production, focus on the three key points of industrial production source, process and product, and implement the concept and method of low-carbon development into the whole process of enterprise production.
Improve the efficiency of energy and resource utilization in the park, accelerate the transformation and upgrading of the traditional manufacturing industry, and accelerate the low-carbon transformation of key energy-using industries such as steel, building materials, nonferrous metals, petrochemicals and chemicals through measures such as raw material substitution, improvement of production technology, and improvement of equipment use, so as to reduce the carbon emissions of fossil energy consumption in industrial production and reduce greenhouse gas emissions in industrial processes.
Actively promote the development of new low-carbon industries, cultivate a number of low-carbon industries and enterprises that lead the future development direction of the industry and have international competitiveness, develop producer service industries, etc., and promote the low-carbon development of industries in the park.
Improve the structure of industrial energy consumption, promote distributed energy, build smart microgrids in parks, and increase the proportion of renewable energy such as solar energy, wind energy, and biomass energy in the production process.
Optimize the industrial chain and production organization mode, establish a low-carbon industrial chain that is interconnected, coupled and symbiotic between enterprises and industries, and promote intensive utilization of resources, waste exchange and utilization, wastewater recycling, and energy cascade utilization.
Formulate strict low-carbon production and entry standards for the park, carry out mandatory elimination of high-carbon backward production capacity and enterprises, and implement low-carbon threshold management for enterprises and new projects in the park.
(2) Actively carry out low-carbon technology innovation and application
Establish a public comprehensive service platform for the R&D, incubation, promotion and application of low-carbon technology innovation, and promote the R&D, application and industrialization of low-carbon technologies in enterprises.
Aiming at the development direction of the world's new generation of low-carbon technologies, we will actively support the research and development of major original core low-carbon technologies, form a number of technological achievements with independent intellectual property rights, and lead the low-carbon development of China's industry.
Develop and apply source reduction and zero-emission technologies, and use low-carbon technologies to promote the transformation and upgrading of traditional industries. Organize the development of advanced and applicable low-carbon technologies, low-carbon processes and low-carbon equipment, and promote the development of new low-carbon industries.
Focusing on advanced and applicable technologies and key common technologies, formulate implementation plans for the promotion of low-carbon technologies, promote the promotion and application of new low-carbon technologies, new processes, new equipment and new materials, and drive a significant reduction in the carbon emission intensity of key industries.
Establish an incentive mechanism and financing platform for low-carbon technology innovation and promotion and application, and enhance the park's low-carbon technology innovation capacity and promotion and application level.
(3) Innovative low-carbon management
Establish and improve the carbon management system of the park, compile carbon emission inventory, build a carbon emission information management platform in the park, and strengthen the management of carbon emissions from the production source, production process to the life cycle of products.
Strengthen the construction of the statistics, monitoring, reporting and verification system of enterprise carbon emissions, establish and improve the data management and analysis system of enterprise carbon emissions, and tap the potential of carbon emission reduction.
Strengthen the construction of carbon management capacity of enterprises, enhance the awareness of low-carbon production of enterprises, and improve the level of carbon management. Encourage and support enterprises in the park to participate in carbon emission trading pilots, and establish a market mechanism for total carbon emission control and paid acquisition and trading of emission rights. Implement a low-carbon product certification system, etc., and explore new models of corporate carbon management through multiple channels.
(4) Strengthen the construction of low-carbon infrastructure
Formulate a low-carbon development plan for the park, improve the spatial layout, optimize the transportation and logistics system, and implement low-carbon and intelligent infrastructure construction or transformation of water, electricity, gas and other infrastructure in the park.
Accelerate the elimination of small boilers and other low-delivery energy supply facilities, promote central heating and combined heat, power and cooling facilities, and improve energy efficiency.
Promote the use of new and renewable energy sources, encourage the installation of solar energy, wind energy and other renewable energy utilization facilities in buildings and transportation facilities, and increase the proportion of renewable energy utilization in the park.
Improve the waste classification collection, transportation and disposal system in the park, as well as the construction of sewage pipe network and treatment facilities, and improve the utilization rate of waste resources.
Formulate and implement low-carbon plant standards, strengthen the low-carbon planning and design of new plants, strengthen the energy-saving transformation of existing plants, improve the energy efficiency of plant operation, and reduce the carbon emissions of the plant life cycle.
(5) Strengthen international cooperation
Actively carry out international cooperation in multiple ways and at multiple levels, and take the construction of the park as an experimental platform, exchange platform and demonstration platform for international cooperation in China's low-carbon industry.
Strengthen international cooperation on low-carbon technologies, track the frontier areas of international low-carbon technology research and development, actively introduce cutting-edge low-carbon technologies, and establish and improve low-carbon technology cooperation research and development, digestion and absorption, re-innovation, promotion and application and industrialization development mechanisms.
Strengthen cooperation in low-carbon management, make use of existing international cooperation mechanisms, channels and funds, actively carry out cooperation in greenhouse gas accounting, monitoring and verification, carry out greenhouse gas management capacity building of enterprises, introduce advanced carbon management concepts and methods such as low-carbon product certification, and improve the level of carbon management.
Innovate the international cooperation mechanism for low-carbon industries, explore the formation of an international cooperation mechanism at the park level, and promote the operation of the market, and expand the field of international cooperation.
