1 Basis for inspection.

2 Filing Requirements.
The consignor or its first person who exports sodium chlorate shall report to the customs for inspection at a single window, apply to the customs for electronic bottom account and export dangerous goods packaging inspection, and provide the following materials:
Declaration of Conformity of Manufacturers of Exported Hazardous Chemicals.
Outbound cargo transportation packaging performance inspection results
Hazard Classification Identification Report.
Hazard Disclosure Labels.
Safety Data Sheets.
3 Customs operation procedures.
1) Document review.
The customs will review whether the materials declared by the enterprise are complete, accurate and matched; Review whether the relevant information of the application information and the application materials are consistent.
2) On-site operations.
Export sodium chlorate is inspected at the place of production.
On-site inspection contents.
Check the consistency of the hazard disclosure information actually attached to the goods and the hazard characteristics classification and identification report, hazard disclosure information samples and conformity assurance materials provided in the declaration. Verify whether the goods certificate is consistent. Identification of the use of dangerous goods packaging: the packaging used should have a performance inspection certificate; The packaging should be complete, no damage, damage, residue, contamination or leakage is allowed, and the goods shall not be spilled on the outer surface of the container; The packaging mark should be consistent with the declaration, not forged or altered, and the mark should be durable, firm and easy to identify; The packaging category marked on the package shall be equal to or higher than the packaging category required by the hazardous chemicals contained in the package, and the dangerous goods shall not be shipped beyond the conditions of use of the packaging; The hazard publicity label of hazardous chemicals shall be affixed, bolted or printed in a conspicuous position on the packaging of the goods.
Sampling and testing. Sodium chlorate is a hazardous chemical and will be sampled and sent to the laboratory for testing according to the operation instructions or if necessary. For those that need to be sent to the laboratory for testing, the export enterprise is requested to wait patiently for the goods to be exported after the inspection is completed.
Exception handling. Unqualified sodium chlorate or packaging shall be supervised and reworked according to the relevant inspection procedures or not allowed to be exported.
Issuance of certificates. If it is qualified, an electronic bottom account will be generated in the system; If the enterprise applies for the issuance of an inspection certificate, the certificate shall be issued in accordance with the regulations. If the packaging inspection is qualified, the identification result of the use of dangerous goods packaging shall be issued.
