In 2023, before the first session of the 14th National People's Congress, she went to Ningming County and other places several times to conduct research, and learned that in the process of promoting the construction of smart ports, there are problems such as lack of construction funds and imperfect policies in relevant aspects, which need to be supported and guided by national ministries and commissions. To this end, during the first session of the 14th National People's Congress, she put forward the "Proposal on Requesting Support for Guangxi to Build a Smart Border Port". After communicating with her twice on the handling of the proposal, the General Administration of Customs of the People's Republic of China made a serious written reply, and responded to the contents mentioned in the proposal to promote the Vietnamese side to cooperate in customs clearance at smart ports, and to guide the development of the China-Vietnam international "single window" information interconnection and data exchange pilot.
After the construction of the border smart port was promoted, the information interconnection and data exchange between China and Vietnam have been improved, the speed of customs clearance has been significantly accelerated, and the logistics inventory has also been smoothed. Huang Huachun said that in this "pre-meeting research and border passing" activity, she went to Ningmingai store port for on-site inspection.
