The new national standard for infant formula (hereinafter referred to as the new national standard) was announced on February 22, 2021, and according to the relevant food safety regulations, all infant formula milk powder enterprises are required to adjust the formula according to the new national standard research and development and re-registration, for which the new national standard sets a two-year transition period, which will be officially implemented in 2023. Affected by the double superposition factors of the centralized declaration of enterprises in the short term and the epidemic, the State Administration for Market Regulation has innovated the mechanism, coordinated the promotion, and provided precise guidance, strictly reviewed the scientificity and safety of the formula, strictly conducted on-site verification of the authenticity of the registration application materials and the consistency with the actual situation, and made every effort to promote the registration of the new national standard for infant formula milk powder.
At present, a total of 1,127 formulas have been approved for registration, including 926 domestic and 201 overseas, and 441 formulas have not been registered or have not passed the review9%, according to the new national standard registration work has achieved remarkable results.
Infant formula milk powder shows three major characteristics after registration according to the new national standard:
First, the product formula is more scientific. According to the requirements of the new national standard, the company increases R&D investment, absorbs the latest research results of infant nutrition at home and abroad, optimizes the formula design, fully considers the growth and development characteristics of infants and young children of different ages in China, and adjusts the nutrient composition and content. For example, "choline" in infant and follow-on formulas has been adjusted from an optional ingredient to an essential ingredient; Lactose content requirements have been added to toddler formulas; All formulas with docosahexaenoic acid (DHA) have increased the amount of additives, and the formula is more scientific.
Second, the label identification is more standardized. In order to better protect consumers' right to know, the new national standard registration for infant formula prohibits any nutritional claims on 0 6-month-old infant formula milk powder, and prohibits the claim of essential ingredients such as iron and zinc for infant formula milk powder over 6 months old; All products labeled as infant formula goat milk powder have raw milk, milk powder, whey powder and other milk proteins all from sheep; Infant formula milk powder produced by the dry process using "base powder" as raw material shall not be labeled with fresh milk to prevent misleading consumption.
The third is to help development be more effective. The new national standard puts forward higher requirements for enterprises, some enterprises with weak R&D strength or weak market competitiveness take the initiative to withdraw from the infant formula milk powder industry, and a total of about 20 enterprises at home and abroad have not submitted or revoked registration applications, and the new national standard registration has played a positive role in reshaping the industry pattern and promoting high-quality development.
