Born in Yamaguchi Prefecture, the westernmost city on the Japanese island, the Japanese army major general named Fukuhara Toyoko, joined the army in 1871 at the age of 19 and served in the Japanese Army as a second lieutenant.
In 1892, Fukuhara Fenggong, who had been trained in the Japanese Army for 21 years, was promoted to chief of staff of the Fifth Division by the Japanese War Department.
In August 1894, due to his hard work in the invasion operations, Fukuhara was not only promoted to major general by the Japanese War Department, but also appointed as the brigade commander of the 8th Brigade of the 5th Division of the First Army.
At the beginning of September of the same year, the 8th Brigade led by Fukuhara Fenggong, as the first echelon of the Japanese army, launched a powerful offensive against the Qing army stationed in Asan, Korea.
After taking Asan and Seoul, the Japanese army set its sights on Pyongyang, and in order to successfully take Pyongyang, the Japanese soldiers launched a siege on Pyongyang City in three directions.
At that time, the Eighth Brigade led by Fukuhara Fenggong was responsible for attacking the Qing army's defense area in the north of the Datong River, but the Qing defenders and the Japanese army, who were low morale, did not hold on for long, so they withdrew from the defense area and retreated to the city to hold on.
Fukuhara Fenggong led his troops to launch a strong attack, and the Qing defenders knew that they could not hold it, so they led the Qing soldiers and horses to retreat to China north of the Yalu River under the cover of a rainy night.
However, what the Qing army never expected was that Fukuhara Fenggong led his troops to follow, not only killing hundreds of Qing troops, but also seizing the defense line of the Yalu River strongly, forming a threatening trend against Jiulian City.
On October 25, 1894, Fukuhara Fenggong led the Japanese army to capture Jiulian City, just when Fukuhara Fenggong was boasting about his military exploits in front of his subordinates, a letter of appointment from the Japanese War Department reached Jiulian City, and Fukuhara Fenggong was reappointed as the director of the Southern Military Station, responsible for raising and transporting military supplies for the Japanese army fighting.

Subsequently, as the chief of staff of the Japanese Governor's Office, Fu Hou Fenggong sent the Japanese army team to carry out a sweep in the Liaoyang area many times, with the obvious intention, that is, to completely eliminate the people's armed forces, but the people's armed forces in Liaoyang, under the leadership of the people's commanders, did not fight hard with the Japanese army, but chose to fight an ambush, and the Japanese army team was defeated, and the soldiers were defeated.

At the same time, just as Fu Hou Fenggong shouted loudly, two muskets stretched out from the hidden places of the two courtyard walls and aimed at Fu Hou Fenggong.

After Fuhou Fenggong's death, his body was escorted back to the Japanese headquarters by his Japanese soldiers, and the Japanese emperor posthumously awarded Fuhou Fenggong the rank of lieutenant general of the Japanese army.
