A few days ago, in order to accelerate the high-quality development of the hydrogen energy industry in the Inner Mongolia Autonomous Region and explore a new path for the development of the hydrogen energy industry, the Inner Mongolia Energy Bureau, the Department of Emergency Management and the Department of Industry and Information Technology jointly issued the "Notice on Accelerating the Development of the Hydrogen Energy Industry". The document states:
1. Allow the construction of hydrogen production projects and hydrogen production stations for water electrolysis of renewable energy such as solar energy and wind energy outside chemical parks.
2. Hydrogen production projects from water electrolysis of renewable energy such as solar energy and wind energy do not need to obtain a safety production license for hazardous chemicals.
3. The terms "hydrogen production projects" and "hydrogen production and refueling stations" in this notice document refer to the production of hydrogen by water electrolysis from renewable energy, excluding hydrogen production from fossil fuels and industrial by-product hydrogen.
4. The storage, transportation, filling and use of hydrogen produced by water electrolysis from renewable energy shall be subject to the current relevant regulations。
All localities in China have been committed to promoting the policy "icebreaking" of hydrogen energy management methods, especially the management methods of hydrogen production
The first stage, from 2021 to the first half of 2022, "exploring hydrogen production in non-chemical parks";
The second stage, from the second half of 2022 to the first half of 2023, "allowing the construction of hydrogen production and refueling integrated stations in non-chemical parks";
In the third stage, starting in the second half of 2023, "the construction of hydrogen production projects and hydrogen refueling stations from renewable energy such as solar energy and wind energy outside chemical parks is allowed, and renewable energy water electrolysis hydrogen production projects do not need to obtain a safe production permit for hazardous chemicals".
Up to now, Jilin, Hebei and Inner Mongolia have clarified that "renewable energy water electrolysis hydrogen production projects do not need to obtain a hazardous chemicals safety production license", and some cities and regions have also issued relevant policies. With the further outbreak of green hydrogen projects in various provinces, it is expected that more regions will issue similar policies in the future, and more projects will be gradually implemented.
