An invitation letter is a necessary condition for the application, otherwise it cannot be declared. It is recommended that applicants seize the time to contact the foreign tutor to obtain the invitation letter so as not to miss the opportunity to apply.
In view of the current visa policy in the United States, it is recommended that applicants with sensitive schools and sensitive professional backgrounds avoid the United States as much as possible to avoid visa refusal and then go through procedures such as reassignment.

Chapter IGeneral Provisions
Article 1 In order to do a good job in the selection and assignment of public postgraduate programs in high-level universities in the country, this project guide is formulated in accordance with the "2024 National Study Abroad ** Funded Study Abroad Personnel Selection Guide" (hereinafter referred to as the "Selection Guide").
Article 2 Following the principle of "openness, fairness and justice", in accordance with the requirements of selecting first-class students to go to first-class foreign universities, scientific research institutions or disciplines, and studying under first-class tutors, we aim to cultivate a group of top-notch innovative talents with an international vision, familiar with international rules, and able to participate in international affairs and competition.
Article 3 The State Administration Committee for Studying Abroad (hereinafter referred to as the Committee for Studying Abroad) is responsible for the organization and implementation of this project.
Chapter 2 Selection Plan
Article 4 The scale of selection in 2024 will be announced separately.
Article 5 Doctoral degree students are open to those who meet the application requirements at home and abroad. The implementation countries for the selection of overseas students in 2024 are shown in the annex.
The joint doctoral students are selected from all doctoral degree-granting institutions across the country.

The duration of study should be determined according to the duration of the proposed study unit and the time of study listed in the foreign admission notice (or official invitation letter). The duration of the subsidy declared by the individual should not exceed the period of study (generally the same as the period of study), but if the period of study for doctoral students exceeds 48 months, the maximum duration of the subsidy is 48 months. The specific duration of study and the duration of the subsidy will be determined at the time of admission, and the admission documents shall prevail.
Article 7 Priority should be given to supporting overseas students to go to well-known universities, scientific research institutes, laboratories and other institutions in educational, scientific and technological developed countries and regions. Focus on supporting joint training of doctoral students, relying on existing scientific research cooperation project agreements between domestic and foreign supervisors to study abroad.
Article 8 The content of the subsidy shall be a round-trip international travel fee and a scholarship within the period of subsidy. The scholarship is used to fund the basic study and living expenses of overseas students during their study abroad, and can be used to pay for living expenses, registration fees, medical insurance fees, book and material fees, bench fees, visa extension fees, etc. The standards and methods of scholarship funding shall be implemented in accordance with the relevant provisions of the state.
There is no tuition subsidy for this program.
Article 9 Overseas students should make use of the existing international cooperation channels of their units or their own external contacts to establish the overseas study units.
Chapter III Application Requirements
Article 10 Meet the application requirements stipulated in the Selection Guide.
Article 11 At the time of applicationUnder the age of 35 (born after January 1, 1988).
Article 12 Have a solid professional foundation, have strong learning, scientific research ability and communication ability, good overall quality, excellent academic performance, outstanding work performance, and strong development potential.
Article 13 Selection Objects:
1) Applicants for doctoral studies.
1.Outstanding master's students, fresh master's graduates, and fresh undergraduate graduates from domestic universities or scientific research institutions. Current master's students and fresh master's graduates should have certain scientific research ability and scientific research achievements, and fresh undergraduate graduates should reach the level of direct admission to graduate school without examination. At the time of application, students should have received a letter of admission to study for a doctoral degree (or an official invitation letter issued by a foreign supervisor) issued by the institution where they intend to study, and a certificate of tuition fee exemption or tuition assistance.
2.Staff of administrative organs, scientific research institutions, domestic enterprises and institutions. Should have a bachelor's degree or above, have achieved outstanding results in the corresponding positions, and have strong scientific research ability. At the time of application, you should have received a letter of admission to study for a doctoral degree (or an official invitation letter issued by a foreign supervisor) issued by the institution you intend to study in, and a certificate of tuition exemption or tuition assistance.
3.Fresh master's degree graduates who have been officially registered with foreign universities or scientific research institutions on national public assignment or self-financed study, those who have obtained a master's degree abroad and left school for no more than one year (excluding those who have returned to China after graduation), and students who have studied for a doctorate degree in the first year of self-financed study. At the time of application, fresh master's graduates and those who have graduated with a master's degree and left the university for no more than one year should have obtained a notice of admission to study for a doctoral degree (or an official invitation letter issued by a foreign supervisor), a certificate of tuition exemption or tuition assistance; Students in the first year of doctoral studies should continue to study for a doctoral degree at the university (except in the case of a change of supervisor and subsequent transfer of students), and must provide a certificate of registration with the institution they are studying, a certificate of tuition exemption or a certificate of tuition assistance. Students studying abroad in the first year of their doctoral degree should also submit a letter of consent from their supervisors, and the duration of study and funding after admission will be calculated from the second year of the doctoral program.
The selection is not available to those who have already obtained a doctorate.
2) Apply for joint doctoral training.

Article 14 The applicant must meet one of the following conditions and meet the language requirements of the country and institution of study
1.Bachelor's degree or above in foreign language major (the major language should be the same as the language used in the destination country).
2.Have studied in the same language country for one academic year (8-12 months) or worked continuously for more than one year (inclusive) in the past ten years.
3.Take the "National Foreign Language Proficiency Test" (WSK) and meet the passing criteria.
4.Take the IELTS (Academic), TOEFL, German, French, Italian, Spanish, Japanese, and Korean proficiency tests with the following standards: IELTS 65 points, TOEFL (IBT) score of 95, German, French, Italian, Spanish level B2, Japanese level 2 (N2), Korean level 4 TOPIK level.
5.Have participated in relevant language training in the Department of Study Abroad Training designated by the Ministry of Education and obtained a certificate of completion (English is an advanced class, other languages are intermediate classes).
Those who participate in interviews, examinations, etc., organized by the institution of study abroad and meet the language requirements for admission, should indicate in the admission notice (or official invitation letter) of the foreign party or issue a separate certificate;If you have passed other language tests and met the language requirements of the institution you want to study abroad (including TOEFL Home Edition, IELTS Home Edition, IELTS Home Edition), you must submit a transcript and a certificate issued by the foreign party that recognizes the language test.
If the language of study is English, you should meet the relevant English qualification conditions when applying; If you study in German, French, Italian, Spanish, Japanese, Korean, Russian, etc., you should meet the requirements for the corresponding language when applying.
Chapter IV Selection Methods
Article 15 Following the principle of "openness, fairness and impartiality", the selection shall be carried out by means of "individual application, unit recommendation, expert review, and merit-based admission".

Applicants should log in to the National Public Study Abroad Management Information Platform (for online registration) within the corresponding time limit, and prepare the application materials in accordance with the "Application Materials and Instructions for the 2024 National Construction High-level University Public Postgraduate Program (for Domestic Applicants)" or "2024 National Construction of High-level University Public Postgraduate Program Application Materials and Instructions (for Applicants Studying Abroad)" and submit the application materials to their units for review. All application materials must be complete, true and valid.
Article 17 The applicant shall submit the application materials in accordance with the prescribed procedures, time and requirements, and shall be responsible for the authenticity of the materials. The responsibility and consequences caused by the application materials shall be borne by the applicant.
Article 18 The selection unit shall review (review) the applicant's political ideology, moral character, academic integrity, physical and mental health, application qualifications, comprehensive quality, development potential, necessity of studying abroad, feasibility of study plan, etc., and issue targeted unit recommendations. After carefully reviewing the application materials, the selection unit will submit the application materials to the relevant acceptance units, and the acceptance units will submit them to the National Study Abroad Committee. The selection unit has the right to return the application that is untrue, inconsistent or does not meet the requirements.
Article 19 The State Committee for Studying Abroad entrusts the following units (hereinafter referred to as the acceptance units) to be responsible for the acceptance of applications: the relevant colleges and universities are responsible for accepting the applications of their own personnel (students and in-service personnel); The application of the student studying abroad shall be entrusted to the education department of the Chinese embassy (consulate) in the country where the current institution or scientific research institution is located shall be responsible for accepting the application; The application of other personnel shall be accepted by the application acceptance unit of the relevant country for studying abroad (see the list of acceptance units for details). The State Committee for Studying Abroad** does not directly accept individual applications.
Article 20 The accepting unit shall carry out qualification review and material review in strict accordance with the requirements of this guideline, learn about and verify the applicant's situation from the applicant's unit, and screen out the applicant who meets the requirements of the project. The accepting unit has the right to return the application that is untrue, inconsistent or does not meet the requirements.
From this year onwards, the applicant qualification review and material review shall be the responsibility of the receiving unit, mainly from the following aspects of verification:
1.Review whether the applicant meets the application conditions specified in this project guideline.
2.Review whether the application materials are complete and meet the specific requirements of each material.
3.The duration of study and the duration of funding will be determined according to the admission notice (or official invitation letter) submitted by the foreign party and the period specified in the study plan confirmed by the foreign supervisor. If the subsidy period declared by the individual is lower than the study period and lower than the maximum subsidy period stipulated in the student status, the subsidy period shall be approved according to the individual application period.
4.Verify identity information, including name (including pinyin), date of birth, etc.
Article 21 The accepting unit shall submit the official letter, the preliminary list and the electronic materials of the applicant to the National Committee for Study Abroad through the information platform before April 20 (for doctoral students) and June 20 (for joint doctoral students) respectively, and there is no need to submit written materials to the National Committee for Studying Abroad.
Article 22 The State Committee for Studying Abroad shall organize expert review to determine the admission results.
Expert reviewIt is mainly examined from the following aspects:
Comprehensive quality of the applicant。Including the applicant's professional foundation, academic performance, experience and ability, comprehensive performance, international communication ability (including foreign language proficiency) and development potential, etc.
Institutions to study abroadResearch level and international recognition in the chosen subject area of expertise.
Tutors abroadacademic background, influence in the field, guidance for national public students in previous years, number of students supervised in the same period, etc. In principle, the National Study Abroad Committee can sponsor up to 2 new students with the same study status in this program to study under the guidance of the same tutor abroad. We do not support applications from domestic and foreign applicants who are the same tutors.
Major to study abroadWhether it is urgently needed by the country, whether it is an advantage or characteristic discipline of the unit to be studied abroad, etc.

Chapter 5 Dispatch and Management
Article 25: The selection unit bears the main responsibility for the management of its personnel.
Article 26 Admitted personnel shall generally be dispatched in the current yearThe study abroad status will be retained until December 31, 2025。Those who fail to send on time will be automatically disqualified.
Article 27 The management measures of "contract dispatch and compensation for breach of contract" shall be implemented for overseas students. Before being dispatched, the overseas students must sign the "Agreement on Studying Abroad on National Public Assignment" as required; Apply for a special bank card for the National Public Study Abroad Scholarship (see Passport, Visa, International Travel Health Certificate for details, and go through the Service Center for Overseas Study of the Ministry of Education for air ticket booking and other dispatch procedures (for details, please refer to the "Notice for Studying Abroad").
Applicants who are admitted to study abroad at their own expense should generally return to their home countries to go through the formalities such as signing the Agreement on Studying Abroad on Public Assignment by the State, and the international travel expenses shall be borne by themselves. The international travel expenses from China to the destination country of study shall be borne by the national study abroad** and shall be purchased by the Service Center for Scholarly Study of the Ministry of Education when going through the dispatch procedures.
If the fresh graduates of the national public master's degree abroad are admitted, they can directly renew the "Agreement on Studying Abroad on National Public Assignment" and go through the registration procedures at the embassy (consulate) in China where the new study unit is located; If you go directly to a third country to study for a doctorate, you will be responsible for your own international travel expenses. If you really need to return to your home country to go through the formalities, you must first go through the registration procedures for returning to China according to the national public master's degree study plan, and then go through all the dispatch procedures again according to the newly admitted study abroad status, and the travel expenses for returning to China and the international travel expenses to the destination country for doctoral studies are borne by the country.
Article 28 Overseas students shall be present after arriving in the country where they are studyingWithin 10 daysWith the "National Study Abroad Scholarship Qualification Certificate" and related materials, to the Chinese embassy (consulate) in the country where the study is locatedCheck inIn order to confirm the starting time of the subsidy, it should be handled in accordance with the requirements of the embassy (consulate) in the country where the student is studying.
Article 29 The State Committee for Studying Abroad shall conduct an annual review of the academic progress of doctoral students. The review measures will be notified separately.
Article 30 During the period of studying abroad, the overseas students shall abide by the laws and regulations of the country where they are located, the relevant regulations of the national scholarship for those studying abroad and the relevant provisions of the Agreement on Studying Abroad on Public Assignment by the State, and consciously accept the guidance and management of the study abroad units, domestic selection units and embassies (consulates) abroad, so as to meet the conditions for continuing to receive scholarships. After completing the study, they should return to their home countries on time to fulfill their duty to return to China, and register their return information on the national public study abroad management information platform within 3 months from the date of return.
Article 31 The domestic selection unit shall earnestly assume the main responsibility, formulate the management measures for the study abroad of the national government of the unit, consider the "selection, dispatch, management, and return" as a whole, and strengthen the objectives, process management and post-return assessment of the overseas students.
1.After the admission of overseas students, keep abreast of their ideological trends, and do not send those who have problems; Rationally arrange their work and study, and supervise and ensure that they are dispatched on schedule.
2.Conduct internal training for overseas students, organize the study of relevant policies and management regulations, and arrange physical examinations and mental health tests before going abroad; Guide them to participate in the pre-departure training organized by the Service Center for Overseas Study of the Ministry of Education and the institutions entrusted by the Ministry of Education, and review, guide and assist them in handling the dispatch procedures.
3.Keep abreast of the situation of overseas students abroad, designate special instructors or contact persons, urge them to complete the study abroad plan on schedule, take their comprehensive performance during their stay abroad as an element of talent training assessment, and provide assistance when they encounter special difficulties.
4.Cooperate with the work of the National Committee for Studying Abroad, the Service Center for Overseas Study of the Ministry of Education, Chinese embassies (consulates) abroad and other units, and take effective measures to ensure that the overseas students selected by the unit have academic success and return to China to serve.
5.After the overseas students return to China, they should be assessed to ensure the benefits of studying abroad; Regularly summarize the selection and assignment of the unit, including the dispatch situation, overseas management, the reason for not being dispatched, the return to China, and the benefits of studying abroad.
Article 32 When the research, research projects or scientific research results related to the funding are written, published or made public, the overseas students should indicate that "the research results are funded by the Chinese State for Studying Abroad".
Chapter VI: Supplementary Provisions
Article 33 If a student does not meet the requirements of the "Selection Guide" and the "Program Guidelines" or violates national laws and regulations and is investigated for criminal responsibility according to law, violates public order and good customs and causes serious adverse effects, violates academic ethics and the circumstances are serious, etc., and verifies that it is true during the selection and admission stage and during the performance of the national public study abroad agreement, the State Study Abroad Committee has the right to take measures against the parties concerned, such as returning the application, canceling the qualification, terminating the subsidy, and recovering for breach of contract.
Article 34 The dates and times in this project guide are Beijing time.
