At the outbreak of the Anti-Japanese War, he organized guerrillas in southern Hebei, and in February 1939, he served as the first member of Chahar Province and the director of the Department of Civil Affairs, and in April he entered the third phase of the ** training regiment for training, and later re-appointed as the general staff of the 39th Group Army, coveting the position of commander of the 69th Army for a long time. At this time, Shi was not on good terms with Gao Shuxun, the commander of the New 8th Army, and knew that Sun Liangcheng was mediating between Shi and Gao, and that he was colluding with Gao and Gao in collusion with Zang Bofeng, director of the Political Department, and wanted to kill Shi.
