Recently, a number of Chinese students were unprovoked, harassed, and deported to China by U.S. border enforcement officers when they were preparing to enter the United States from Washington Dulles International Airport. These international students, who held valid documents and visas, were taken into "small black rooms" for interrogation, and some were even restricted in their personal freedom for more than 10 hours. China and the United States have reached a consensus on promoting people-to-people and cultural exchanges, but the US side is still making "small moves" to harm the legitimate rights and interests of Chinese students and poison the atmosphere of people-to-people exchanges between the two countries.
Facts have proven that the "chilling effect" of the so-called "China Action Plan" of the US side has not been eliminated. The United States prides itself on openness, inclusiveness and academic freedom, but it abuses the concept of ***, politicizes and preserves academic research, selectively and discriminately targets Chinese students, and abuses and suppresses them. It has become a "common experience" for many Chinese students to be frequently and unjustifiably interrogated by US law enforcement officers, forcibly inspect mobile phones, computers and other electronic products, and enter a "small black room". According to a repatriated international student, US law enforcement officials even said nakedly: "We don't care about your scientific research, if you want to blame you for being Chinese, we don't believe you." ”
The politicization and instrumentalization of educational exchanges and cooperation by the United States will not only block the path of some international students and affect their life plans, but also jeopardize the scientific research environment and innovation vitality of the United States itself. Since the beginning of the 20 th century, an important reason why the United States has built up its scientific and technological superiority is its talent exchange strategy of opening up to the outside world, and talented people from all over the world have made important contributions to the cause of science and technology in the United States.
In recent months, dozens of Chinese personnel to the United States, including international students, have been forcibly repatriated by the United States every month. Such a hegemonic act by the US is bound to discourage many Chinese students who intend to study in the United States. If more and more international students use the United States as a "minefield" for studying abroad, the innovation vitality and talent advantage of the United States will also be weakened.
This year marks the 45th anniversary of the establishment of diplomatic relations between China and the United States. Looking back on the past half century, educational cooperation has always been a vivid example of the two-way journey between the Chinese and American peoples, and one of the most fruitful areas of people-to-people exchanges between the two countries. During the San Francisco meeting last year, China took the initiative to invite 50,000 American teenagers to China for exchange and study in the next five years. In order to implement this initiative, China will set up the "Special Scholarship for Young American Envoys to China" program to welcome more American young people to become a new generation of ambassadors for China-US friendship.
In stark contrast, the United States has said one thing and done another, and although it has repeatedly expressed its "support for US-China people-to-people exchanges" and "welcomes Chinese students", it has made the "Little Black House" the first stop for some Chinese students to go to the United States. The actions of the US run counter to the consensus between China and the United States on promoting people-to-people exchanges between the two countries and the trend of the times in advocating international talent exchanges.
