We firmly believe that "sovereignty is not negotiable" is our bottom-line principle in international affairs.

China's combat readiness is divided into four levels according to the degree of the incident, of which the first level of readiness is the highest level, and once it is activated, it means that the whole country has entered a critical moment when all the people are soldiers. At this level, the state mobilizes all manpower and material resources, and the personnel of the whole country must be ready to fight at any time. This usually occurs when there is a war or a serious threat*** event, such as a serious natural disaster or disease.

For example, when faced with a sudden epidemic, the state issued a directive for first-level preparedness. China first activated Level 1 readiness in 1950, when the Korean War broke out and the U.S. coalition extended the war to northeastern China. In the face of a menacing U.S. military, China knows that sitting on the sidelines will lead to a rapid rout of North Korea, and that it itself will become the next target of the U.S. military.

Although China was still in a difficult period after the civil war, which had just been founded, and its national strength was relatively weak, it had to take decisive action in the face of the threat. Although far inferior to the United States in terms of equipment and economic strength, China is determined to defend its homeland without fear of a strong enemy. Therefore, China chose to send troops, and 300,000 volunteers crossed the Yalu River and marched to the Korean region to participate in the battle to resist US aggression and aid Korea.

Since the founding of the People's Republic of China, there have been two very important self-defense and counterattack wars: the Zhenbao Island self-defense counterattack in 1969 and the self-defense counterattack against Vietnam in 1979. In these two self-defense counterattacks, the CCP issued a directive on first-level combat readiness, which is also the third and fourth first-level combat readiness activation in China's history.

The 1969 Zhenbao Island Self-Defense Counterattack was due to the deterioration of relations between China and the Soviet Union at that time due to the direction of the problem, and the Soviet Union openly sent troops to attack Zhenbao Island, which posed a serious threat to the Chinese people. The CCP immediately issued an order for first-class combat readiness and sent a large number of troops to Zhenbao Island to confront the Soviet army. After a hard struggle, China finally drove the Soviet troops out of the boundaries of Zhenbao Island.

And the 1979 self-defense counterattack against Vietnam was also related to the Soviet Union. At that time, the Soviet Union instigated Vietnam to antagonize China, while Vietnam accepted China's aid, while adopting a hostile attitude towards China, frequently causing incidents on the Sino-Vietnamese border. China had to send troops to fight back in self-defense.

In this campaign, the first level of combat readiness was not only against Vietnam, but also against the Soviet Union. The Soviet Union was close to northeastern China, and China would face a serious threat if the Soviet Union supported Vietnam in the Sino-Vietnamese War. Therefore, ** ordered the entire territory of the Northeast and the surrounding areas to enter a state of first-class combat readiness, monitoring the actions of the USSR at all times.

Although the war did not last long, it ended with a Chinese victory, making it difficult for Vietnam to return to the level it was then. The first few first-level preparations took place during the war period as the last guarantee of the war, but with the increase of China's strength, the countries of the world gradually moved towards peace, and the wars in the outside world gradually decreased. The last two first-class preparations took place on the political stage.
