At the same time, the meeting emphasized that the starting point and foothold of logistics cost reduction is to serve the real economy and the people, the basic premise is to maintain the basic stability of the proportion of manufacturing industry, the main way is to adjust the structure, promote reform, and effectively reduce transportation costs, warehousing costs, and management costs.

Experts interviewed by the China Economic Times reporter believe that logistics is a basic industry, it is an important link linking production and consumption, domestic trade and foreign trade, but the current logistics cost of enterprises is high, and the next step is to effectively promote the logistics industry to reduce costs and increase efficiency through effective comprehensive reform measures, so as to improve the efficiency of economic operation.

Wei Jigang, deputy director of the China International Development Knowledge Center and researcher of the Development Research Center, said in an interview with a reporter from the China Economic Times that after more than 40 years of rapid development of reform and opening up, China has become a logistics country with global influence and the largest logistics market. Railway, highway, water transport, aviation, express delivery, distribution and other freight volume, freight turnover, throughput, parcel volume, and distribution scale rank among the top in the world. But China is a big logistics country, not a logistics power. There are still outstanding problems in the logistics industry, such as extensive development, low level of intensification, prominent structural contradictions, weak international competitiveness, weak emergency logistics, and lagging development of the first chain.

At the same time, Wei Jigang believes that China's logistics industry is in the process of profound change, and the importance of logistics and the first chain is more prominent. During the 14th Five-Year Plan period and a longer period in the future, China's industrialization, digital intelligence, marketization, urbanization, globalization, greening and diversification will be further promoted, and the demand, supply, system, resources and environment of the development of the logistics industry will undergo major changes.

In Wei Jigang's view, improving logistics performance, enhancing logistics capabilities, promoting the logistics industry from large to strong, and building a logistics power is an inevitable requirement to adapt to and lead global changes, which is of great significance for improving economic efficiency and national competitiveness, adjusting the economic structure and transforming the mode of development, expanding domestic demand, prospering the market, promoting internationalization, ensuring people's livelihood and chain security, and building a new development pattern. In the next step, we can promote logistics cost reduction and efficiency increase and accelerate the pace of building a logistics power through the implementation of strategies such as networking, integration, refinement, intelligence, globalization, integration and innovation.

Liu Dacheng, executive vice president of the China Industrial Development Research Institute and chairman of the Expert Committee of the Chinese Command and Control Society, told the China Economic Times that since 2014, the policies on reducing costs and increasing efficiency in the logistics industry have been frequent, and some results have been achieved, but due to the traditional management, the cost and inefficiency of the logistics industry still exist. The fourth meeting of the first financial committee emphasized the effective reduction of logistics costs in the whole society, which reflects the importance of logistics as a basic industry to reduce costs and increase efficiency.

As for how to reduce costs and increase efficiency, Liu Dacheng believes that the logistics industry is not limited to a node or a single shipment, warehousing optimization, it emphasizes the optimization of the top level of the platform system, as well as the promotion of the transformation of supply and demand matching and chain finance by each unit node.

In Liu Dacheng's view, the path to reduce costs and increase efficiency in the logistics industry is how to use digital technology to promote a more accurate match between supply and demand in the overall system. Second, various modes of transportation, including multiple intermodal transportation and complete informatization, are more transparent, and effective scheduling and collection of transportation, storage, warehousing and distribution are systematically carried out from perception to transmission to decision-making to execution. The third is to further promote the socialization and floating of the third party and the fourth party of logistics, so that the logistics service industry and the producer service industry, whether it is incoming logistics or factory logistics, as well as social logistics, are systematically optimized. Fourth, from the point of view of nodes, it is necessary to carry out unmanned transmission through logistics equipment, that is, unmanned aerial vehicles (UAVs) and unmanned vehicles led by warehousing robots, so as to improve operational efficiency.

In addition, the guidance and support of the policy is also very important, especially to further play the role of the policy on the reverse assessment of logistics, in the form of a good feedback mechanism, and gradually adjust to make the policy more targeted. Zhou Tianyong, director of the National Economic Engineering Laboratory of Dongbei University of Finance and Economics, told the China Economic Times that the logistics cost of China's enterprises is much higher than that of developed countries, and the logistics costs of enterprises are mainly consumed in transportation, warehousing, loading and unloading. He suggested that costs and efficiency improvements need to be reduced or eliminated by reducing or eliminating various administrative fees, reducing highways and highways, low-cost energy storage, and improving integrated transportation and storage capacity. For example, through the platform and big data, the supply and demand can be accurately matched, the transportation routes and vehicles can be optimized, and the empty load rate can be reduced.
