From the perspective of the development space of member countries in terms of digital **, the development of the digital economy in ASEAN countries has continued to accelerate in recent years. In 2022, the digital economy of the six ASEAN countries will be nearly US$200 billion, with a year-on-year growth of 20%, and is expected to exceed US$360 billion in 2025, and may even reach US$700 billion by 2030.
In order to achieve better development of the digital economy, ASEAN has also continued to roll out relevant policy plans. For example, development plans such as the ASEAN Connectivity Master Plan 2025 and the ASEAN Digital Master Plan 2025 put forward policies and goals for the development of the digital economy from the perspective of regional cooperation and integration. At the same time, since 2019, China and ASEAN have signed a number of digital economy cooperation agreements, laying a solid foundation for continuous deepening cooperation in the digital field. The establishment and improvement of digital platforms such as the China-ASEAN Free Trade Area, the China-ASEAN Information Port, and the China-ASEAN Business Connect have helped the two sides continue to advance digital economy cooperation. The cooperation between China and ASEAN countries in the digital economy has continued to deepen, laying a solid foundation for digital development.
From the perspective of Beijing's advantages in cross-border e-commerce and digital economy, the report said that in recent years, Beijing has proposed to create a "three-in-one" digital economy and digital ** open pattern, explore the development path of cross-border data safe and orderly flow in the pilot zone, based on Zhongguancun Software Park, Chaoyang Jinzhan International Cooperation Service Zone, Beijing Free Trade Zone Daxing Airport Area, explore the construction of international information industry and digital port, etc., and have certain advantages and endowments in digital economy and digital development. Beijing is at the forefront of digital infrastructure, digital capabilities, digital applications and digital ecology, and is a comprehensive leading type of development.
The report pointed out that from the perspective of the agreement itself, RCEP clearly treats digital ** with a more open attitude, and actively regulates cross-border data transmission while promoting cross-border **, which greatly reduces the threshold for all kinds of enterprises to participate in international **, and creates more opportunities for cross-border e-commerce and other new business forms and small and medium-sized foreign trade enterprises to participate in international cooperation. For example, in the "Electronic Commerce" and "Intellectual Property" chapters, the RCEP not only emphasizes the protection of intellectual property rights between member states in the Internet era, but also restricts the scope and security of cross-border data transfers; In terms of standardizing paperless, ensuring the validity of electronic authentication and signatures, and protecting personal information, RCEP has proposed a series of enforceable and effective measures, which can significantly reduce barriers in the region; In terms of cross-border e-commerce service platforms and promoting the construction of logistics service systems, RCEP has also made a series of requirements and regulations for member countries, which can significantly improve the convenience and security of digital ** among member countries.
