Zhang Rongjiang introduced that Tianjin currently mainly implements the incentive measures of "one free, one insurance and one point", which refers to the state-rewarded unpaid blood donors (blood donations more than 20 times) can take public transportation for free;"One insurance" is to provide a free medical insurance for blood donors after unpaid blood donation;"One point" is the points that can be added to Tianjin's Haihe points after donating blood, involving Tianjin life points in all aspects such as settlement and residents' integrity.
