The opinions on supporting the healthy development of new energy vehicle cooperation put forward to encourage new energy vehicles and their first-class chain enterprises to make efficient use of global innovation resources, set up overseas R&D centers in accordance with laws and regulations, actively establish strategic cooperative relations with foreign research institutions and industrial clusters, integrate into the global new energy vehicle innovation network, and enhance China's innovation capabilities in new energy vehicle design, research and development and engineering technology.
