Burns' views have attracted a lot of attention around the world. Biden also praised Burns' talent, noting in a statement that "the intelligence provided by Burns gives our country an important strategic advantage......*The Intelligence Agency is responding responsibly and responsibly to the major challenges facing our nation through a deliberate approach. ”

It is said that if Burns's remarks are true, then the C.I.A. may have re-established its intelligence network in China and deployed a large number of spies on the mainland. In the report, it is mentioned that between 2010 and 2012, China successfully "eliminated 12 CIA informants (spies)." The two former employees leaked intelligence operations to Moscow for many years. In addition, according to a 2018 AFP survey, the number of Chinese spies reached 110,000, of which about 50,000 were foreigners, of which the Japanese and Americans were the most, followed by EU countries.

The newly revised "Counter-espionage Law of the People's Republic of China" not only clearly defines "taking refuge in espionage organizations and their persons" and "carrying out cyber attacks against state organs, secret-related units or critical information infrastructure" as espionage acts, but also clearly stipulates that any espionage organization and its ** persons who engage in espionage activities against third countries within the territory of China and endanger the People's Republic of China will be punished by law.

First, July 1, the day the new version of the "Counter-espionage Law of the People's Republic of China" came into effect. The U.S. Embassy and Consulates in China commented on the extranet social media platform: Amendments to the Counter-Espionage Law of the People's Republic of China, which come into effect today, could create legal risks or uncertainties for foreign companies, journalists, academics and researchers.

Second, does this mean that employees of foreign companies, foreign journalists, so-called academics and researchers in China could be spies, or have been plotted to gather intelligence for the CIA?

In fact, this is an intelligence war waged by the United States against foreign countries, and it has long become a national policy of the United States. Since 1978, the U.S. Congress has passed the Intelligence Authorization Act every year, and its purpose is simple: to set out what important intelligence support needs to be provided in the coming year.

For example, at the end of December last year, Biden officially signed the National Defense Authorization Act for fiscal year 2023. The $857.9 billion in U.S. defense spending authorized under this bill in 2023 will fund agencies and programs under the jurisdiction of the U.S. Department of Defense and the intelligence community, including military services, the Intelligence Agency, and the Bureau.

Burns revealed his intelligence work in Chinese mainland at a time of tension between China and the United States, which may have been to cover up real spies in China and put pressure, especially psychological pressure, on China, so that CIA spies could take the opportunity to gather intelligence.
