What are aquatic animals.

It refers to live fish, molluscs, crustaceans, jellyfish, echinoderms, cephalochords, and amphibians fished in artificial breeding or natural waters, including their breeding ** and fertilized eggs.

How to import edible aquatic animals.

The General Administration of Customs implements a quarantine access system for imported edible aquatic animals, including product risk analysis, assessment and review of safety and health control system, determination of inspection and quarantine requirements, and registration of overseas farms and packaging enterprises.

Here's the detailed process.

01 Quarantine access.

1. The General Administration of Customs formulates and publishes the inspection and quarantine requirements for imported edible aquatic animals. According to the requirements of inspection and quarantine, the product risk analysis and safety and health control system assessment shall be carried out on the countries or regions that export edible aquatic animals to China for the first time, and the safety and health control systems of aquatic animals in countries or regions that have exported or are exporting edible aquatic animals to China shall be retrospectively reviewed.

2. The General Administration of Customs shall negotiate with the competent authorities of the countries or regions exporting edible aquatic animals to China to sign relevant protocols or determine inspection and quarantine certificates in accordance with the risk analysis, assessment and review results and inspection and quarantine requirements. The General Administration of Customs formulates, adjusts and publishes a list of the types of aquatic animals allowed to enter the country for food and the countries or regions of export. When importing edible aquatic animals, they must comply with the relevant requirements of the protocol or inspection and quarantine certificate. Products that are not included in the list of aquatic animal species allowed to be imported for food and the countries or regions that export them are not allowed to be imported.

3. The General Administration of Customs shall implement registration management for the breeding and packaging enterprises that export edible aquatic animals to China. Overseas farms and packaging enterprises exporting edible aquatic animals to China shall comply with the relevant laws and regulations of the exporting country or region, and recommend to the General Administration of Customs after approval by the official competent authority of the exporting country or region. The General Administration of Customs regularly publishes and adjusts the list of registered enterprises. The products of unregistered overseas farms or packaging enterprises are also not allowed to be imported.

02 Designated supervision site entry.

*Designated supervision sites refer to supervision sites that comply with the setting specifications of customs supervision operation sites (sites), meet the needs of animal and plant disease prevention and control, and carry out inspection, inspection and quarantine of specific imported high-risk animals and plants and their products.

It includes designated supervision sites for imported meat, imported chilled aquatic products, imported grain, fruits, edible aquatic animals, plant seedlings, logs, animals, animals and other high-risk animals and their products. Edible aquatic animals shall enter the country from the designated supervision sites announced by the General Administration of Customs. The General Administration of Customs (GAC) regularly conducts inspections of designated ports and publishes the list of designated ports.

At present, Chengdu Tianfu International Airport has obtained four categories of designated supervision sites: imported chilled aquatic products, imported fruits, imported edible aquatic animals and imported plant seedlings, which means that these four categories of products can be directly imported through Chengdu Tianfu International Airport.

03 Quarantine approval

The consignee of imported edible aquatic animals or its first person shall, in accordance with the regulations, apply for quarantine examination and approval before the signing of the ** contract or agreement, and obtain the "People's Republic of China Quarantine Permit for Imported Animals and Plants" (hereinafter referred to as the "Quarantine License"). The quarantine permit shall be applied for at the customs directly under the place where the port of entry is located.

Note: The unit applying for quarantine approval procedures shall be a unit with independent legal personality and directly signing a contract or agreement with the outside world.

04 Entry and customs clearance

1 Declaration of goods.

Before or when entering the country for edible aquatic animals, the consignee or its first person shall declare to the customs at the port of entry with the "Quarantine License", the original inspection and quarantine certificate issued by the official competent authority of the exporting country or region, the first contract, the waybill, the packing list, the invoice and other documents, and the customs shall review the relevant documents submitted by it, accept the declaration in accordance with the requirements, and verify the number approved by the quarantine license in accordance with the relevant regulations.

2. Entry inspection and quarantine.

The customs at the port of entry shall carry out on-site inspections of imported edible aquatic animals in accordance with regulations, including checking the cargo certificates, packaging and label inspections, clinical inspections, inspection of packaging water, ice, bedding materials, etc.

The customs officers of the first section of customs supervision of Chengdu Shuangliu Airport carried out on-site quarantine work for imported edible aquatic animals.

Tips: For imported edible aquatic animals, the packaging container shall have a firm, clear and easy-to-read Chinese or English logo, and the label shall indicate the product name, scientific name, country or region of origin, and the name or number of overseas production and processing units of aquatic animals.

05 Conformity assessment and disposal of non-conforming goods.

If the imported edible aquatic animals pass the customs conformity assessment, they shall be allowed to be imported, and the "Inspection and Quarantine Certificate for Imported Goods" shall be issued upon application.

If any of the following circumstances is found in the acceptance of the declaration or on-site inspection, the Customs shall issue a Notice of Inspection and Quarantine Treatment, which shall be returned or destroyed by the consignee or its ** person under the supervision of the Customs

1. Those who have not been included in the list of aquatic animal species allowed to enter the country and the countries or regions that export them.

2. Those who do not have a valid "Quarantine Permit".

3. There is no valid inspection and quarantine certificate issued by the official competent authority of the exporting country or region.

4. The applicant on the quarantine license, the consignee on the inspection and quarantine certificate and the consignee on the bill of lading are inconsistent; The actual transportation route is inconsistent with the quarantine permit.

5 From unregistered enterprises.

6. If the cargo certificate does not match, it includes the variety does not match, the number (weight) of imported aquatic animals exceeds the number (weight) specified in the inspection and quarantine certificate, and the use is falsely declared.

7. The clinical examination finds abnormal death and clinical symptoms of aquatic animal disease.

8 The mortality rate is more than 50% on clinical examination.
