In the proposal, Yuan Xiaofeng made a profound analysis from the background and significance of promoting the development of stem cell and regenerative medicine industry in Shaanxi Province, as well as the current situation of the development of the industry in our province, and put forward solutions and suggestions on the basis of in-depth investigation and research, and summarized and looked forward to the future development prospects of the industry. He said that in recent years, with the rapid development of the economy and society, the problem of geriatric diseases has become increasingly prominent, stem cell technology is an important medical means to achieve disease prevention, and a number of relevant ministries and commissions of the state have successively promulgated a series of support policies around the three major directions of continuous support for industry research, introduction of social capital and support for application transformation, providing a good policy environment for the development of stem cell medical industry. All localities are actively introducing relevant policies and systems to promote the development of stem cells and cells. At present, there are more than 30 enterprises engaged in the stem cell industry in our province, but due to factors such as lack of standards, unclear policies, and insufficient talent training, the development of this emerging industry has been seriously affected.
Member Yuan Xiaofeng suggested that relevant departments should introduce or improve the legal and regulatory framework for stem cell technology and stem cell drugs from laws and regulations to industry guidelines as soon as possible, and classify and manage stem cell technology and stem cell drugs; Accelerate the improvement of industry standards and norms, unify stem cell-related industry standards, strengthen quality management, and standardize the preparation of stem cell preparations. In addition, he also suggested that our province should set up a "special zone" for the development and application of stem cell technology, support franchised medical institutions that meet the conditions and requirements to carry out research and application of cutting-edge medical technologies such as immune cells and stem cell clinics, and include stem cell research and industrial development in major scientific and technological projects in our province, establish stem cell research sharing centers, demonstration bases, technology research institutes, etc., build a coordinated innovation mechanism, and improve the ability and level of stem cell clinical research and transformation application. At the same time, a talent construction plan with the goal of the construction of stem cell and regenerative medicine disciplines will be established, and key talents for stem cell clinical research and application will be cultivated.

Taking cell technology as an important direction for the integration and excellence of the biomedical industry chain and innovation chain in Jiangsu, we will formulate relevant regulations, plans and work opinions on promoting the scientific and technological innovation and industrial development of cell science and technology in Jiangsu, and accelerate the research and development and breakthroughs of disruptive technologies in this field.

Relying on the basic conditions that Jiangsu already has, we will strive to create a national major innovation platform for the Cell Immune Bioengineering Technology Center. Deepen the integration of industry and medicine, industry and education, and carry out the creation of biopharmaceuticals such as antibodies, vaccines, blood products, cell drugs, recombinant proteins, diagnostic preparations and other products, as well as the research and development and industrial application of key raw materials, equipment, reagents, consumables, etc. With the "vigor" of "being a demonstration", we will accelerate the formation of a collaborative innovation source for the biopharmaceutical industry with global influence.

With the "tenacity" of "long-term success", we will promote the institutionalized open innovation of the policy consistency of the whole biomedical industry chain in the Jiangsu Free Trade Zone.
