1. Recruitment positions
It involves 17 majors and 281 positions, including drivers, canteen administrators, cooks, cashiers, warehouse keepers, barracks maintenance squad leaders, carpenters, facility and equipment maintenance personnel, firefighters, boiler workers, plumbers, auto repair technicians, dispatchers, network administrators, audio-visual technicians, barbers, etc., all of which are professional skills to professional skills level 5 technical worker positions.
2. Recruitment objects
The recruitment target is the social personnel who meet the prescribed application conditions, and have the household registration, education, professional qualifications, work experience and other conditions specified in the recruitment position plan.
The following persons are not allowed to apply for the examination: (1) Those who have received criminal punishment for crimes. (2) Expelled from the Communist Party of China. (3) Those who have been dismissed from public office. (4) They are lawfully listed as targets of joint disciplinary action for untrustworthiness. (5) Those who are found to have committed fraud or other serious violations of recruitment discipline in the recruitment of civil servants, staff of public institutions, and civilian personnel of the military. (6) In the past 3 years, after being announced as a military civilian personnel to be hired, they voluntarily give up their qualifications for employment. (7) Those who have been dismissed (unilaterally terminated from the employment contract) by the military employer, government agency or public institution for less than 5 years. (8) Active-duty military personnel and in-service military civilian personnel (as of the date of the announcement). (9) Laws and regulations provide that they must not be recruited or hired as civilian personnel.
In addition, applicants are not allowed to apply for posts in employers where military personnel who have a husband and wife relationship, a direct blood relationship, a collateral blood relationship within three generations, or a close relationship by marriage as a leading member, nor are they allowed to apply for a post in which a military personnel have a husband and wife relationship, a direct blood relationship, a collateral blood relationship within three generations, a post in which both parties in the same employer are directly subordinate to the same leading personnel or a post in which there is a direct leadership relationship between superiors and subordinates, as well as a position in human resources, discipline inspection and supervision, auditing, and human resources in which military personnel hold leadership positions. Sensitive positions such as finance, military installations, etc.
III. Application Requirements
a) Political conditions. It shall meet the standard requirements for the political evaluation of civilian personnel recruited and hired by the military.
2) Academic qualifications. Should have a college degree or above.
3) Eligibility. shall obtain the corresponding professional (type of work) and corresponding level of professional qualifications respectively; If the recruitment position belongs to the military's unique vocational skill appraisal work, on the basis of meeting other conditions, it can be registered in advance, and the vocational skill level assessment and appraisal can be organized during the recruitment process.
4) Physical condition. They shall meet the standard requirements for the physical examination of civilian personnel recruited and hired by the military.
5) Age requirements. Those who apply for professional skills** and fourth-level positions must be over 18 years old and under 35 years old (born between February 1988 and February 2006); Those who apply for professional skills level 5 positions must be over 18 years old and under 30 years old (born between February 1993 and February 2006).
6) Other conditions. In addition to the above conditions, other application conditions shall be determined by the employer according to the needs of the position, as detailed in the recruitment plan.
The deadline for applicants to obtain academic and professional qualifications is February 29, 2024.
IV. Recruitment Procedures
1) Publish recruitment information. **The Logistics Support Department of the Military Commission may issue a recruitment announcement through the military talent network (**) and publicize the recruitment post plan.
2) Online registration. The registration period is from 8:00 on February 20 to 18:00 on February 25Applicants log in to the "2024 Military Open Recruitment for Civilian Personnel for Professional and Technical Positions Registration System" on the military talent network, fill in personal information truthfully in accordance with the registration process and requirements, select the employer and the recruitment position, and select the corresponding bonus points if they meet the conditions for preferential treatment. When choosing a position, you need to confirm whether you meet the corresponding conditions one by one, and if you fill in the wrong information or misreport the position due to personal reasons, you will be responsible for it.
3) Qualification review. After registration, candidates should provide scanned copies of relevant certification materials to the designated email address (attached) according to the standard conditions required by the position they are applying for. After the applicant confirms the registration information and submits the relevant supporting materials, it cannot be changed, and there is no need to pay the fee, and the applicant directly enters the qualification review process. The employer shall conduct a preliminary examination of the supporting materials provided by the candidates, and notify the candidates who have passed the preliminary examination of the application conditions to participate in the theory examination by means of **, text message, e-mail, etc., and the candidates shall keep the communication unimpeded. For recruitment positions with less than 2 people who have passed the preliminary examination of registration qualifications, the recruitment position plan will be cancelled; If the ratio of the planned number of recruitment positions to the number of people who have passed the preliminary examination of the qualification conditions does not reach 1:3, the planned number of recruitment positions shall be reduced in equal proportion, and the specific positions shall be notified to the candidates by the employer in a timely manner.
For the following persons who have passed the registration qualification review and obtained valid results in the theory test, the theory test results will enjoy extra points
10 points are added for the spouses and children of military martyrs, the spouses and children of military personnel who died in the line of duty, and the brothers and sisters of unmarried military martyrs.
5 points will be added for active duty military personnel, retired servicemen in 2024 (the retirement order will be issued after January 1, 2024), spouses and children of servicemen who have died of illness on the job and active-duty cadres who have been converted to civilian personnel, social employees who have worked in the military for 5 years or more (as of February 2024), and retired servicemen who have served for 5 years or more.
5 points are added to those who participate in operations, military operations with combat backgrounds, or non-war military operations approved by the **CMC or the organs and departments of the **CMC, and whose performance is outstanding as assessed by the dispatching employer. Among them, 15 points are added for those who belong to the spouses and children of military martyrs and military personnel who have sacrificed their lives in the line of duty, or the brothers and sisters of unmarried military martyrs; 10 points are added for those who belong to the spouses and children of active-duty soldiers, retired servicemen in 2024, servicemen who have died of illness on the job, and active-duty cadres who have been converted to civilian personnel.
If the candidates meet the above provisions at the same time, the extra points of the theoretical test results will not be cumulative, and will be determined according to the highest situation. The employer will confirm the eligibility for extra points through ** audit or on-site verification, and the specific time is subject to the notice of the employer.
4) Theory test. From 9:00 on March 4 to 18:00 on March 5Candidates who have passed the qualification examination shall log in to the designated ** to print the admission ticket, and participate in the theoretical examination (20 points for political theory and 80 points for professional knowledge) organized by the Logistics Support Department of the ** Military Commission with the admission ticket and ID card. The employer will simultaneously organize a review of the candidates' qualifications and bonus materials, and those who do not meet the requirements will be disqualified from applying for the examination or given preferential treatment with extra points.
