BEIJING, Feb. 2 (Xinhua) --The National Development and Reform Commission, the National Bureau of Statistics, and the National Energy Administration issued the "Notice on Strengthening the Convergence of Green Power Certificates and Energy Conservation and Carbon Reduction Policies and Vigorously Promoting Non-fossil Energy Consumption" on the 2ndIt is clarified that non-fossil energy is not included in the regulation of total energy consumption and intensity.
The notice clearly states that the focus will be on controlling fossil energy consumption, expanding the application scenarios of green electricity certificates (referred to as "green certificates"), further promoting the energy consumption revolution, accelerating the comprehensive green transformation of economic and social development, and promoting the completion of the binding targets for reducing energy intensity in the 14th Five-Year Plan.
The notice proposes that in the "14th Five-Year Plan" provincial people's energy conservation target responsibility evaluation assessment, the consumption of renewable energy, nuclear power and other non-fossil energy will be deducted from the total energy consumption of each region, and the energy intensity reduction index of each region will be calculated accordingly. Promote the inclusion of the amount of electricity traded in green certificates in the accounting of energy-saving evaluation and assessment indicators. Clarify the method of deducting the amount of electricity traded in green certificates.
The relevant person in charge of the National Development and Reform Commission said that the green certificate trading electricity deduction policy can alleviate the pressure on the completion of energy conservation indicators in some areas, but because the green certificate trading is based on the actual power generation of renewable energy, it will not directly affect the decline in energy intensity across the country. In order to promote local energy conservation work, do our best to complete the "14th Five-Year Plan" energy intensity reduction binding indicatorsThe notice sets the upper limit of the deduction of the electricity corresponding to the green certificate transaction in the accounting of the energy-saving target responsibility evaluation and assessment index.
