According to the latest disaster risk situation, on the basis of the early launch of the low-temperature rain, snow and freezing disaster emergency response for Hebei, Shanxi, Jiangsu, Shandong, Henan, Hubei, Shaanxi and other 7 provinces, at 18 o'clock on February 1, the emergency response was launched for 4 provinces of Anhui, Hunan, Chongqing and Guizhou, and the response scope was extended to 11 provinces, and an additional working group was sent to Anhui on the same day to help guide the prevention and response work.

The Office of the National Disaster Prevention, Mitigation and Relief Committee and the Ministry of Emergency Management have encrypted the frequency of meetings and dispatches, and jointly analyzed and judged the rain, snow and freezing weather situation with the China Meteorological Administration, dispatched key provinces point-to-point, and deployed prevention and response work in a targeted manner. Relevant provinces are required to earnestly improve their ideological understanding, further strengthen overall planning and coordination, give full play to the joint efforts of departments, and jointly do a good job in prevention and response. It is necessary to take the safety of the Spring Festival transportation as the current focus of work, and refine the implementation of measures such as operation monitoring, snow and ice removal, and control and diversion of key road sections such as mountain roads, bridges and tunnels, so as to ensure safety and smoothness. It is necessary to attach great importance to the harm of freezing rain to infrastructure such as power and communications, closely monitor the areas where freezing rain falls, strengthen monitoring and inspection, and timely de-icing and ice thawing, so as to reduce the adverse effects of extreme weather as much as possible. It is necessary to strengthen the prevention and response to secondary disasters, the investigation of risks and hidden dangers, strengthen the pre-set arming of forces, materials, equipment, etc., and efficiently rescue and rescue disaster relief, so as to ensure that the masses spend the winter safely and warmly.

It is expected that from February 1 to 5, there will be snowfall in the eastern part of Northwest China, North China, Northeast China, northern Huanghuai and other places, and there will be rain turning to sleet or snow in central and southern Huanghuai, Jianghan, western and northern Jianghuai, northwest Hunan, central and northern Guizhou, northern and eastern Chongqing, moderate to heavy snow in most of the above areas, heavy snowfall in some areas, and local heavy snowfall or extremely heavy snowfall. There was freezing rain in parts of central and northern Anhui, northern Jiangsu, central and northern Hunan, eastern Guizhou, and southeastern Chongqing. At 6 p.m. on February 1, the Meteorological Observatory issued a yellow warning for heavy snow and an orange warning for freezing.
