According to the meteorological forecast and the current weather situation, and in accordance with the relevant provisions of the "Xiangxi Autonomous Prefecture Low Temperature Rain, Snow and Freezing Disaster Emergency Plan", the Office of the State Disaster Reduction Committee has decided to start the emergency response to the low temperature rain, snow and ice disaster from 18:30 on February 1.
All relevant departments at all levels are requested to attach great importance to it, quickly enter the state of emergency, closely follow the work goal of "ensuring safety, ensuring smooth flow, ensuring power supply, ensuring people's livelihood, and ensuring stability", highlight the key points of work, implement various prevention and response measures, strengthen on-duty duty and emergency response, and make every effort to ensure the safety of people's lives and property and social stability.

1. Weather forecast
Under the combined influence of the upper-air trough, mid- and low-level shear and cold air on the ground, there was a continuous low-temperature rain, snow and freezing weather process in Xiangxi Prefecture on February 2 and 8, of which there was light to moderate sleet and freezing rain on the 3rd and 4th, and heavy snow in high-altitude areas, accompanied by freezing and road icing. This process has the characteristics of long duration, obvious freezing rain (continuous freezing rain from February 2 to 4), complex rain and snow phase (freezing rain, sleet and pure snow will occur on February 8, including heavy snow in high-altitude areas), and large cumulative rainfall (the cumulative precipitation in Xiangxi Prefecture from January 31 to February 8 was 40 60 mm, and about 90 mm locally). On the 9th, the weather improved and the temperature rose.

2. Comprehensive risk analysis

Fourth, the temperature continues to be low, pay attention to standardize the safe use of fire, electricity and gas, and prevent the occurrence of "small fire deaths" and carbon monoxide poisoning accidents.
3. Response suggestions
1) Strengthen precise monitoring and extensive early warning. Closely monitor weather changes, timely update and release disaster forecast and early warning information such as low temperature rain and snow freezing, road icing, freezing rain, etc., strengthen information sharing and risk consultation, research and judgment, accurate early warning, strengthen geological disaster inspection and investigation, such as finding abnormal situations, set up warning signs in a timely manner, organize disaster avoidance and transfer, and minimize the loss of people's lives and property.
2) Strengthen measures to mitigate the impact of disasters. In view of the imminent rain, snow and freezing disasters in the fields of roads (high-speed, national, provincial, urban, rural) and transportation, take measures to ensure the smooth passage and safety of roads in advance.
Do a good job in energy, food, daily necessities and other supply measures, prevent shortages caused by rain, snow and ice, do a good job of ice melting and de-icing in a timely manner, and improve the capacity of water and electricity;
Strengthen the supervision and inspection of safety squatting sites during low-temperature, rain, snow and freezing weather periods, highlight the investigation and management of risks and hidden dangers in industries and key places such as fire protection, construction sites under construction, two customers and one danger, large-scale entertainment activities, bazaars, etc., and do a good job in anti-freezing, anti-skid, anti-collapse, fire prevention and other response preparations;
Do a good job in the anti-freezing protection of water conservancy projects, guide the work of cold and anti-freezing in agricultural production, beware of agricultural facilities (vegetable greenhouses, etc.) from being damaged by freezing rain, and make every effort to reduce the occurrence of secondary disasters;
It is necessary to consolidate local responsibilities and continue to carry out the "action on the road" and "knocking on the door" action, do a good job in publicizing residents' travel safety, gas, electricity, and safe heating, improve the people's awareness and skills of disaster prevention, and strictly prevent accidents such as traffic fatalities, "carbon monoxide" poisoning, and small fire deaths.
3) Strengthen on-duty and respond scientifically. Strictly implement the 24-hour on-duty duty and leadership system, preset rescue forces and material preparations in key areas such as high-risk areas and weak links in advance, strengthen dispatch and disposal, accurately report information, timely grasp local work dynamics, and ensure that in the event of danger, rapid dispatch, all-out rescue, and scientific rescue, and strive to minimize disaster losses.
