Jinyun News:Aunt Lu Zhiping, 65 years old this year, is a retiree in Tianjin, has a son who works in Beijing, has to take care of her little grandson during winter and summer vacations, and there are elderly people living in her hometown in Hebei, and Aunt Lu often has to go back and forth between Beijing, Tianjin and Hebei. "In the past, we could also get medicine in other provinces and cities, but we are all old and can't operate it ourselves, so we have to ask our children or others for help, and sometimes we are embarrassed to always trouble them. "It is very inconvenient for Aunt Lu, who suffers from diabetes and high blood pressure, to seek medical treatment and medicine in other places.
Since April 2023, the direct settlement of medical expenses for remote medical treatment in Beijing, Tianjin and Hebei has achieved "no filing". The Municipal Medical Insurance Bureau issued the "Notice on the Implementation of Ten Convenient Measures for the Settlement of Medical Treatment in Other Places" to optimize the direct settlement of medical treatment in other places, and further improve the level of convenient medical security services. "It's good now, at the community health service center at the door of my son's house, I can directly swipe the medical insurance card to handle the whole process**, swipe the card, seek medical treatment, and take medicine. ”
In order to reduce the economic burden of citizens, the Beijing-Tianjin-Hebei region not only realizes the direct settlement of medical expenses for medical treatment in other places, but also continuously improves the medical treatment process and realizes the mutual recognition of clinical examination results and the sharing of medical imaging examination data among medical institutions in Beijing, Tianjin and Hebei. Up to now, 89 medical institutions and 50 mutual recognition projects have participated in the mutual recognition of clinical test results in the Beijing-Tianjin-Hebei region. A total of 73 medical institutions participated in the mutual recognition of medical imaging examination results, and 30 mutual recognition projects participated.
Direct settlement of cross-provincial and non-local medical treatment is the most concerning, direct and realistic interest issue of the people. To this end, Tianjin focuses on the needs of cross-provincial floating population for medical settlement, continues to break through bottlenecks, and promotes the direct settlement of cross-provincial and non-local medical treatment into the "fast lane".
Zhang Tao, director of the Treatment and Security Division of Tianjin Medical Insurance Bureau, introduced that in 2019, more than 420 designated medical institutions with inpatient service qualifications in Tianjin all opened direct settlement services for remote medical treatment and hospitalization; At the end of the same year, the Beijing-Tianjin-Hebei region achieved direct settlement of outpatient services for remote medical treatment, and Beijing-Tianjin-Hebei became the first pilot area to realize direct settlement of outpatient clinics through the national remote medical treatment platform. In 2021, we will expand the scope of direct settlement of outpatient services for cross-provincial and non-local medical treatment from Beijing-Tianjin-Hebei to all provinces, autonomous regions, municipalities directly under the Central Government and the Xinjiang Production and Construction Corps, and achieve dynamic full coverage of designated medical institutions that provide direct settlement services for outpatient services in different places. Since 2022, the Municipal Medical Insurance Bureau has focused on standardizing management and streamlining administration and facilitating the people, issued the Tianjin Municipal Administrative Measures for the Settlement of Medical Treatment in Other Places, fully realized the transfer and continuation of the cross-provincial relationship of medical insurance, promoted the expansion of direct settlement institutions for outpatient chronic diseases and remote medical treatment, and consolidated the "15-minute medical insurance convenience service circle". In April 2023, the insured people in Beijing, Tianjin and Hebei will be "exempted from filing" for medical treatment in different places, truly realizing "one-code access".
By the end of 2023, Tianjin has a total of 458, 1,851 and 782 designated medical institutions that have opened direct settlement for remote medical treatment and inpatient, general outpatient and outpatient chronic diseases, respectively. In 2023, Tianjin, as an insured place, will have a total of 232 direct settlements for medical treatment in Beijing and Hebei30,000 person-times; Tianjin is a place for medical treatment, and the insured people in Beijing and Hebei have a total of 396 direct settlements for medical treatment in Tianjin60,000 person-times, which effectively relieved the problem of "advance payment for errand reimbursement", and continued to inject medical insurance temperature into the optimization of personnel exchanges and business environment.
In recent years, the Tianjin Municipal Health Department has continued to promote the coordinated development of health care in Beijing, Tianjin and Hebei, continuously improving the city's medical level, optimizing medical resources in the three places, making it more convenient for people to seek medical treatment and reducing the burden of medical treatment for patients.
The Tianjin Municipal Health Commission actively undertakes the relief of Beijing's non-capital functions, and coordinates the cooperation between the Chinese Academy of Medical Sciences and Peking Union Medical College and the Tianjin Municipal People** to jointly build the Tianjin Base, the core base of China's medical science and technology innovation system, and the first phase of the world's largest hematology center, the Blood Disease Hospital of the Chinese Academy of Medical Sciences (Tuanbo Campus), located in Jinghai District, has been officially put into use on September 26, 2023.
In the process of promoting the coordinated development of Beijing-Tianjin-Hebei, Tianjin has also taken the development of Hebei Province as the guide, and fully supported the extension of high-quality medical resources to Hebei Province. Wan Jian, second-level inspector of the Municipal Health Commission and director of the Planning and Logistics Department, said: "In recent years, we have always supported the high-quality development of medical and health services in Xiong'an New Area. In 2018, the Tianjin Municipal Health Commission signed the "Cooperation Framework Agreement on Supporting the Development of Medical and Health Undertakings in Xiong'an New Area" with the Hebei Provincial Health Commission and the Xiong'an New Area Management Committee, and signed a new round of cooperation framework agreement with the Beijing and Hebei Health Commissions and the Xiong'an New Area Management Committee in 2021. ”
In order to accelerate the construction of the Beijing-Tianjin-Hebei medical alliance, the Beijing-Tianjin-Hebei Health Commission has continuously promoted the sharing of high-quality medical resources in the three places and extended it to Hebei Province, and established a "sharing and interaction" mechanism for medical institutions in the Beijing-Tianjin-Hebei region. As of December 2023, 9 ** hospitals in Tianjin have established in-depth cooperative medical alliances with 11 hospitals in Hebei Province, and regularly dispatch professional and technical personnel to relevant hospitals in Hebei Province to carry out consultations, ward rounds, teaching, etc., improving the local medical level.
