Energy consumption per unit of GDP continued to decline, and the total installed capacity of new and renewable energy exceeded 93 million kilowatts.

Zhang Xiaobin, executive vice president and secretary general of the Shandong Solar Energy Industry Association, said: "The installed capacity of wind power and photovoltaic power in Shandong Power Grid has exceeded 80 million kilowatts. Zhejiang Province regards the green and low-carbon development of energy and the project of ensuring supply and stabilizing prices as one of the "ten major projects", with an additional installed power capacity of 11.98 million kilowatts, and the energy consumption per unit of GDP is expected to decrease by 33% or more. The reporter of "China Energy News" learned from the Zhejiang Energy Regulatory Office that Zhejiang Province will add 8.5 million kilowatts of wind and solar installed capacity in 2023, and the proportion of renewable energy installed capacity will exceed that of coal power for the first time.

According to the work report of Sichuan Province, the province's green and low-carbon development has been steadily promoted. The construction of 13 hydropower stations, 21 photovoltaic projects, and 18 wind power projects has been accelerated, and the world's largest hydro-solar complementary project, the Kola photovoltaic power station, has been connected to the grid for power generation. The installed capacity of clean energy in the province reached 1100 million kilowatts, accounting for 867%, of which the installed capacity of hydropower is 97.59 million kilowatts, ranking first in the country.

Zhang Anhua, deputy director of the Sustainable Development Research Center of the Chinese Academy of Social Sciences, told China Energy News: "By the end of 2023, the country's cumulative installed power generation capacity is about 29200 million kilowatts, a year-on-year increase of 139%。Among them, the installed capacity of solar power generation is about 6100 million kilowatts, a year-on-year increase of 552%;The installed capacity of wind power is about 4400 million kilowatts, a year-on-year increase of 207%。In 2023, the country's newly installed solar power capacity will increase by 148% year-on-year, which is about the sum of the new solar power capacity in the past four years. At the same time, the combined installed capacity of solar and wind power generation increased from 7600 million kilowatts, breaking the three marks of 800 million kilowatts, 900 million kilowatts, and 1 billion kilowatts, reaching 10 by the end of 2023500 million kilowatts. The speed of development is amazing. However, it should be noted that this will cause pressure on grid connection, output, consumption and other links. ”

On the one hand, the demand for energy transformation and development is urgent, and the installed capacity of new energy in various regions is growing rapidly, and on the other hand, the local capacity to send or absorb new energy is limited, and the new energy power generation is unstable, so it is urgent to improve the regulation capacity. In this regard, many places have made plans in the work report.

The first work report of Shandong Province proposes to speed up the construction of five clean energy bases, complete projects such as Bozhong offshore wind power, start the first phase of Shidaowan nuclear power expansion, the first batch of centralized onshore wind power projects, and the installed capacity of new and renewable energy power generation exceeds 100 million kilowatts. Accelerate the demonstration project of geothermal energy development and utilization. Promote the construction of pumped storage projects such as Weifang, Tai'an, Zaozhuang and Linyi optical hydrogen storage integration, and complete projects such as Feicheng salt cavern compressed air and Hanting electrochemical energy storage, with a new energy storage scale of more than 5 million kilowatts. At the same time, we will explore the integrated development model of "source, grid, load and storage" and create a model area for green electricity production.

Zhang Xiaobin said: "Up to now, the development of new energy in Shandong has mainly relied on photovoltaics, especially distributed photovoltaics. While adjusting the power generation structure, it is also necessary to consider the issue of consumption. The main pain point of new energy development is the mismatch between output and load, and to solve this contradiction, energy storage has to be mentioned. Shandong mainly chooses the method of centralized confluence distribution and energy storage, which is technically feasible and economical. In addition, Shandong has also proposed cloud storage aggregation, which can be regarded as the prototype of the architecture of virtual power plants, but the initial investment is relatively large. ”

There are five ideas for distribution and storage. Zhang Xiaobin further pointed out that "in addition to the above two types of energy storage, Zhejiang, Jiangsu, and Guangdong take the peak-valley arbitrage route, that is, energy storage is charged during valley power and released for use during peak power, avoiding the use of first-class electricity to save electricity costs." In Northwest China, independent shared energy storage is developed, and power generation on the power side is regulated through a centralized energy storage system. In addition, some areas choose distributed station distribution and storage routes, which are obviously economical. ”

Accelerate the promotion of green electricity into the market

Focusing on the future, various localities have put forward more active development goals for the energy industry. According to the work report of Shandong Province, it will ensure energy security, vigorously transform and upgrade traditional power supply projects, and strive for more than 130 billion kilowatt-hours of foreign power into Shandong and increase the proportion of green power to about 20%.

According to the Zhejiang Energy Regulatory Office, in 2024, Zhejiang will further accelerate the construction of modern energy infrastructure. The province's first work report is clear, and the construction of modern energy infrastructure such as power supply, power grid, energy storage, and natural gas pipeline network is coordinated and promoted, and the installed capacity of newly started power supply projects is 26 million kilowatts, of which 85% is green electricity; The newly put into operation power supply project has an installed capacity of 12 million kilowatts.

For promoting the development of green energy, Zhang Anhua emphasizedIt is necessary to speed up the innovation and construction of market mechanisms for the coordinated development of the electricity market, carbon market, and green certificate market。At the same time, we will strengthen the organic connection of green electricity trading, carbon trading and green certificate trading markets, promote the application of various trading scenarios and trading elements in a wider range, learn from the accumulation of knowledge and experience in conventional power and green electricity trading and other related transactions, and promote the formation of an effective coordination mechanism as soon as possible in combination with relevant cases in international practice.

Zhang Anhua further suggested that we should continue to promote the development of green power in China and strive to strengthen the expansion of sales on the demand side. In the future, it is necessary to actively promote demand-side related entities, such as load aggregators, user-side energy storage, integrated energy services, virtual power plants and other new market entities to enter the power market, give full play to the role of demand-side participation in system regulation, and promote the faster and better development of the green power consumption market.
