In terms of safety management, we often talk about preventing paralysis and carelessness, but it is not easy to be cautious and vigilant for a long time, and always be able to make correct judgments and decisions. Especially when the enterprise has not had a safety accident for a long time, the person in charge of the enterprise and the front-line supervisors of the safety management department may be paralyzed to a certain extent, and this carelessness is likely to be unaware until the next safety abnormal event that exceeds the scope of tolerance (breaking through the control indicators or being punished by supervision). Therefore, enterprises need to regularly prevent foolishness in safety management, which is not the technical means designed and implemented on the equipment as we usually understand, but refers to preventing carelessness in safety management and preventing misjudgment of the security situation caused by carelessness, so as to achieve continuous excellent safety performance.
There are two aspects that can be considered in the anti-fooling measures in enterprise safety management, one is internal supervision and anti-foolishness, and the other is external intervention. With regard to internal supervision, reference could be made to the practice of some mature enterprises, which have a dedicated body responsible for supervising the quality of the work of various departments. Therefore, enterprises can set up similar institutions to regularly supervise the quality of safety management, including the implementation of rectification measures for safety accidents, the closed-loop situation of rectification of potential safety hazards, the hierarchical control of safety risks, and safety training and drills, etc., without any supervision and innovation, that is, to keep an eye on the ground, no matter how beautiful the reporting materials and various summaries are written, the key is that all kinds of safety requirements are truly implemented. Regarding external intervention to prevent foolishness, it refers to inviting external experts or professional teams to be doctors and go into the enterprise to take the pulse of the enterprise's safety management. When external experts or professional teams are involved, it is necessary to help the company identify and solve systemic problems or provide solutions.
The combination of internal supervision and external intervention to prevent foolishness plays the role of two barriers, which can really help enterprises in safety management, and it is recommended that enterprises regularly organize two aspects of work, but not too often, and the prevention does not play a role but becomes a burden.
