According to Li Qianru, ambassador of the Chinese Embassy in Ukraine, in 2006, China invited Ukrainian experts from the scientific and technological circles to China more than 150 times, which shows that this project has achieved remarkable results.
In this project, more than 200 Ukrainian experts came to China for construction. So, why did they choose to build in China? What contributions have they made to the development of our field?

Ukraine's economic woes emerged: at the end of 1991 a number of economic indicators declined, including a 42 percent drop in foreign trade2%, coal production fell by 18%, iron and tractor production fell by 15%, electricity fell by 7%, and residential floor area fell by 9%.

Ukraine has sought assistance in a difficult situation to no avail, and there is a serious brain drain. At the end of the 20th century, they tried to get aid by establishing contacts with Western Europe, but due to their lack of experience and the apathy of Western countries, they did not succeed.
The failure of the call for help ultimately became the straw that crushed Ukraine, making it impossible to afford the Soviet Union's military legacy, which included rocket installations, space installations, military ships, aircraft, and missiles, including even military technology coveted by the United States.
In the early days of the collapse of the Soviet Union, Ukraine's military power was very strong, and according to Western military observers, they inherited about 30% of the defense power of the former Soviet Union. It is mainly concentrated in the machine building, metallurgy, fuel power industry and high-tech sectors, and many enterprises and scientific research institutions in these sectors are related to the defense industry.
Just two years after Ukraine's independence, its GDP and living standards fell off a "cliff". According to 1994 data, compared with the beginning of the collapse of the Soviet Union, Ukraine's GDP fell by nearly 24%, almost an "avalanche".
In addition, the lack of technical and financial guarantees, as well as the difficulties in converting military to civilian use, have led to a worrying situation in Ukraine. At that time, Ukraine was in turmoil, and people's sense of belonging was not strong, and many factories closed down one after another under the economic crisis.

The global war for talent has broken out, and my country has come to the fore! Recently, with the outflow of Ukrainian military talents, there has been an upsurge of talent competition around the world. These military experts, who were trained during the Soviet era, are hailed as treasures of inheriting Soviet military technology, and various countries are vying to introduce them.
In such a fierce competition, China has successfully taken the lead and won the battle for talents by virtue of its unique advantages and strategies.
In the battle for military talent in Ukraine, the United States has shown great strength. At the beginning of 1992, under the pretext of preventing technology leakage, the United States secretly funded various organizations to go deep into Ukraine, and the favorable conditions attracted a large number of Ukrainian military talents.
Other countries have also taken action, such as Russia, Germany, Israel, South Korea, Singapore and other scientific research institutions, sending experts to Ukraine to recruit talents. Not to be outdone, in this silent battle for talent, China has become one of the countries with the most experts in Ukraine, attracting more than 200 experts to work in China.
It is amazing that at that time our country was very far from the United States in terms of economic power, but we were still able to attract so many Ukrainian specialists. So, how do we do it?
In that special period, our country showed great sincerity and was committed to providing the best possible preferential treatment for overseas talents. Naval expert Li Jie said: "We have traveled by train for a week from Manchuria, through Siberia, through Moscow, and finally to Ukraine and other CIS countries, to conduct in-depth investigation and understanding, and sincerely look for opportunities for cooperation. ”
These efforts eventually paid off, and many Ukrainian engineers and specialists came to China to work on real projects.
The most important thing is their identity - former Soviet experts from the socialist camp. They are deeply influenced by socialism, have red genes flowing in their bodies, attach great importance to Sino-Soviet friendship, and do not have high requirements for life.
The reason they left Ukraine was because they did not have a strong sense of identity with it. They are rigorous, enthusiastic about providing technology, materials, and even willing to share their own experiences and insights.
Ukrainian experts help the defense, and the strength of our country has increased significantly. Among them, the "three Ukrainian ships" include the "Snow Dragon" icebreaker, the "Qinghai Lake" comprehensive supply ship, and the "Liaoning" aircraft carrier, and their arrival has made a qualitative leap in China's naval strength.
In particular, the "Snow Dragon", which was an icebreaker brokered by Ukrainian experts and purchased by our country in 1993 at a low price of $17.5 million. After the transformation of experts, it has become a fully functional polar research icebreaker, which is of great significance to China's scientific research.
The arrival of these equipment has greatly improved China's national defense strength, and it is known as "sending treasure to China".
1. "Qinghai Lake"The construction of the supply ship: This supply ship, originally built for the Soviet Navy, was shelved due to financial problems after the collapse of the Soviet Union. However, China bought it in 1993 and brought it back to the Dalian shipyard that year for further construction.
Finally, in 1996, the ship officially joined the Chinese Navy's South China Sea Fleet, becoming China's first and largest integrated supply ship by 2018.
2. "Liaoning"The story of the aircraft carrier: This one was originally called"Varyag"The large aircraft carrier, which was transported from Ukraine to Dalian by China despite many difficulties.
In this process, more than 200 Ukrainian experts not only helped China quickly familiarize itself with and master the advanced technology of this aircraft carrier, but also spent many years assisting the Chinese side in continuing and transforming it, and finally made it the first aircraft carrier of the Chinese Navy"Liaoning"Warship.
The arrival of this group of Ukrainian experts is like a send-off in the snow, injecting fresh blood into our country's underdeveloped military science and technology. According to incomplete statistics, the technology of the former Soviet Union brought by them has enabled more than 2,000 kinds of military science and technology in China to be innovated, which has greatly saved 10 years of development time.
"Returning the favor with a peach" is a fine tradition of our country since ancient times. In the early years, these Ukrainian experts made a huge contribution to the improvement of our strength, so today, more than 20 years later, how do we repay them?
Let's take a look at their lives now. On the one hand, China has expressed its high gratitude to these experts who have sincerely helped China, such as authorizing the State Administration of Foreign Experts Affairs to set up a national "Friendship Award" to commend foreign experts for their contributions to China, and at the same time, various provinces have also set up local friendship awards.
The establishment of these awards is our best reward and gratitude to these experts. For example, Ukrainian experts Otenko Volodymyr, Kovalenko, and Arnaud Avchazhuk have won the National Friendship Award, which is the best recognition of their hard work.

Today, most of these Ukrainian experts who have come to our aid have reached old age, they have left the front lines, moved behind the scenes, and lived out their old age in peace.
