Simulcast + On the afternoon of February 19, the fourth meeting of the ** Committee for Comprehensively Deepening Reform was held. A document related to the reform of the land management system - "Opinions on Reforming the Land Management System and Enhancing the Ability to Guarantee the High-quality Development of Advantageous Areas" was deliberated and adopted at the meeting.

**When presiding over the meeting, the general secretary stressed the need to establish and improve the land management system that is more efficiently connected with macroeconomic policies and regional development. When deploying relevant work, the meeting clearly pointed out that the "three lines of control" should be strictly observed: cultivated land and permanent basic farmland, ecological protection red lines, and urban development boundaries.

The "three control lines" are the three red lines that are delineated according to the three types of space in China's agriculture, ecology and urban, which belong to China's mandatory constraints on land space management, and are also important topics for us to understand the reform and deployment of the land management system at the meeting of the Deep Reform Commission.

Consolidate national food security Strictly adhere to the control line of cultivated land and permanent basic farmland.

How to strictly adhere to the control line of cultivated land and permanent basic farmland to achieve results, we first need to understand two concepts:

The red line of cultivated land refers to the minimum value of the area of land that is regularly cultivated. China's current red line of 1.8 billion mu of cultivated land must not be breached.

Permanent basic farmland, i.e., basic farmland that cannot be changed under any circumstances and cannot be diverted for other purposes in any way. Up to now, our country has actually delineated 154.6 billion mu of permanent basic farmland.

Every inch of land is related to the national economy, and one ridge and one acre carry the people's livelihood. Arable land is the root of life for more than 1.4 billion people and our most precious resource.

As early as 2004, the then secretary of the Zhejiang Provincial Party Committee wrote an article in the column of "Zhejiang**" Zhijiang Xinyu, pointing out that the restriction of land elements is a hard constraint, and it is necessary to "live a tight life for a long time" on the land issue.

Since the 18th National Congress of the Communist Party of China, in order to make every inch of arable land a fertile soil for a bumper harvest, the general secretary has devoted a lot of effort. From pointing out that "sticking to the red line of 1.8 billion mu of cultivated land, everyone has made a military order, and we must do it, there is no room for bargaining" to demanding "implementing the strategy of storing grain on the ground and storing grain in technology", from entrusting "taking effective measures to effectively protect and make good use of the black soil, the 'giant panda in cultivated land'" to emphasizing "taking hard measures of 'long teeth' to comprehensively consolidate the responsibility of local party committees at all levels and the protection of cultivated land......".Earnest exhortations have become the principle of cultivated land protection.

In recent years, a series of hard measures have been implemented to keep the red line of cultivated land and initially curb the continuous decline in the total amount of cultivated land. However, we must also be soberly aware that China's national conditions of having more people and less land have not changed, the problems of "non-farming" and "non-graining" of cultivated land are still prominent, the foundation for guarding the red line of cultivated land is not yet solid, and there are still many outstanding debts in farmland and water conservancy.

The meeting of the Deep Reform Commission stressed the need to strictly observe the control line of cultivated land and permanent basic farmland, and once again sounded the alarm bell for cultivated land protection to the whole party and the whole society.

Protect lucid waters and lush mountains and strictly abide by the red line of ecological protection.

On the vast geographical map of our country, there is a red line that guards the beautiful China. This red line is the red line of ecological protection, and it is the bottom line to ensure and maintain the country's ecological security.

It is the earnest entrustment of the general secretary to establish a strict management and control system, realize a red line to control important ecological spaces, and ensure that the ecological function is not reduced, the area is not reduced, and the nature is not changed.

Green waters and green mountains, red line guards. In February 2017, the delineation of national ecological protection redlines and the construction of systems were officially launched. In April 2023, the delineation of the national ecological protection redline will be fully completed, and on the basis of the existing types of nature reserves, areas with special and important ecological functions within the ecological space and must be strictly protected will be strictly protected.

At present, China's ecological protection redline covers a total area of about 3.19 million square kilometers, of which the terrestrial ecological protection redline covers an area of about 3.04 million square kilometers (accounting for more than 30% of the country's land area) and the marine ecological protection redline covers an area of about 150,000 square kilometers. These areas cover the vast majority of grasslands, important wetlands, coral reefs, mangroves, seagrass beds and other important ecosystems, as well as the vast majority of undeveloped uninhabited islands.

Redline zones are not "no man's land" and can be moved by people but cannot alter their ecological attributes. By delineating the ecological protection red line, the areas with the most important natural ecosystems, the most unique natural landscapes, the most elite natural heritage, and the richest biodiversity in China will be protected, and sustainable ecological support will also be provided for sustainable development.

Specifically, it is necessary to prevent the formalism of ecological restoration such as "pseudo-ecology and real destruction" that arbitrarily changes the use of ecological protection redlines, and to avoid the reduction, fragmentation and "shoddy" of ecological protection redlines caused by unreasonable adjustment of ecological redlines.

All things have their own harmony to live, and each has its own nourishment. "In the vast land, the boundaries of ecological space are gradually clear, and the relationship between man and nature is more harmonious in the reconstruction. This line is the red line to protect the sustainable development of the Chinese nation and the red line to ensure the people's sense of well-being.

Integrate cities and towns into nature and strictly abide by the boundaries of urban development.

The urban development boundary is an important part of the "three control lines", which is the regional boundary that can concentrate on urban development and construction, improve urban functions and improve spatial quality due to the needs of urban development in a certain period of time, involving cities, towns and various development zones.

In 2022, all provinces, autonomous regions and municipalities across the country will coordinate and delineate the urban development boundaries of cities, towns and various development zones in accordance with a combination of top-down and bottom-up working methods. When delineating the "three control lines", the red line of cultivated land protection and ecological protection should be drawn first, and then the urban development boundary should be demarcated, forcing all localities to save and intensively use land resources and promote the comprehensive green transformation of economic and social development.

Since the 18th National Congress of the Communist Party of China, the general secretary has always attached great importance to the development, construction and development of cities and towns in China. He once profoundly pointed out that "urban development should not only consider economies of scale, but must put ecology and safety in a more prominent position", "we must put the work of vegetable basket, human settlements, and urban space in an important position", and "take the high-quality development path of connotation, intensification, and greening".

The meeting of the Deep Reform Commission emphasized the need to strictly abide by the boundaries of urban development, aiming to reasonably arrange the scale, structure, layout and timing of urban construction land, do a good job in managing mountains and rivers, and show the mountains and dews, so as to accumulate potential and stamina for building a high-quality development of the land space layout and support system, and also leave a sustainable and beautiful home for future generations.

Land is an important material foundation for our survival and development, and an important guarantee to support China's high-quality development and realize Chinese-style modernization. Strictly adhering to the "three control lines" is the bottom line and top priority of "improving the accuracy and utilization efficiency of land element allocation" and "enhancing the ability of land elements to guarantee the high-quality development of advantageous areas", and it is also a long-term plan.
