Recently, the Office of the Representative of the United States released the "2023 Report on China's Fulfillment of WTO Accession Commitments", denying China's achievements in fulfilling its WTO accession commitments and accusing China's economic and trade system and policies of bringing huge challenges to the world. The content of the report is reversed in black and white, lacks legal and factual basis, and smears China's important contributions to the multilateral system and world economic development, fully exposing the unilateralist thinking and consistent bullying behavior of the United States.
Since China's accession to the WTO, it has always firmly supported the multilateral system, practiced true multilateralism, and fully fulfilled its WTO accession commitments. For example, China has continued to open up its markets and significantly reduced tariffs, with the total tariff level increasing from 15 percent in 20013% to 7. in 20233 per cent, down from 9 per cent of the WTO accession commitments8%;Liberalize the service market at a high level and continuously reduce restrictions in the service sector;Gradually improve the legal system and institutional safeguards, and continue to strengthen the protection of intellectual property rights;Continuously improve the transparency of economic and trade policies, and fulfill the WTO's notification obligations;A large number of existing laws and policies should be cleaned up or amended to ensure that they conform to WTO rules, and when new policies, laws and regulations are formulated, they should also be ensured to comply with WTO rules.
In addition, China has fully participated in the reform of the WTO and resolutely safeguarded the legitimate rights and interests of developing countries, including China. Actively help more developing members, especially the least developed countries, to integrate into the multilateral system. In 2023, China became the first major developing country to complete the ratification of the Fisheries Subsidies Agreement, pushing for the WTO to substantially conclude some of the negotiations on global digital** rules. The Investment Facilitation Agreement for Development, initiated by China's joint developing countries, will be reviewed by the end of 2023.
Successive WTO directors-generals, as well as the vast majority of WTO members, have fully affirmed and universally recognized China's fulfillment of its WTO accession commitments. All countries in the world, including the United States, have shared the tremendous dividends of China's economic growth through China's accession to the WTO and the expansion of opening up.
On the other hand, the US side has ignored the common interests and general will of the international community, engaged in unilateral bullying, manipulated double standards in industrial policy, and disrupted the global industrial chain. The United States has also selectively implemented WTO rulings, insisted on obstructing the selection of members of the Appellate Body and causing it to fall into "paralysis", seriously undermining the authority and effectiveness of the multilateral system, and is the biggest underminer of the healthy development of the multilateral system and the WTO.
As the world's largest economy, the United States should have played an exemplary role and made its due contribution to safeguarding the authority, integrity and effectiveness of the multilateral system. (This article**: Economy** Author: Guo Yan).
