Two. Qualification requirements for bidders.
1. Meet the conditions stipulated in Article 22 of the ** Procurement Law of the People's Republic of China;
2. ** The merchant must have a valid business license that has passed the annual inspection of the state industrial and commercial authorities and has the business scope of the above procurement content; And have the corresponding ability in terms of personnel, equipment, funds, etc.;
3. By the deadline for bidding documents, the first business has not been included in the list of dishonest judgment defaulters, parties to major tax violation cases, and the list of records of serious illegal and untrustworthy acts in procurement. 4.Other Qualifications:
1. The first business must have the qualification of general contracting of construction projects at level III (inclusive) or above, and have a valid safety production license, and have corresponding capabilities in terms of personnel, equipment, funds, etc. (the response documents must be attached to the scanned copies of the above documents). 2. (1) The person in charge of the proposed project must have the qualification of a construction engineer above [Construction Engineering Level II] (inclusive), must be registered in the bidding unit, and have a valid Class B safety production assessment certificate (subject to the construction engineer registration certificate, practice qualification certificate, and Class B safety production assessment certificate, (the response document must be attached to the scanned copy of the above documents) and has not served as the project leader of other projects under construction (provide a letter of commitment, see the attachment for details of the format of the letter of commitment). 2) Must work in the unit, the age shall not exceed 65 years old, to the bidder's social security institution issued from January 2023 to the present for 6 consecutive months or more (new recruits are required to provide entry to the deadline for bidding) of the social security payment certificate (and stamped with the special seal of the payment certificate) or other valid certification materials that can prove participation in social security; Retirees do not need to provide proof of social security contributions, but need to provide a valid employment contract signed with the employer and a retirement certificate (the response document must be attached with a scanned copy of the above supporting materials). 3.
