Wu Chenghuai was born in December 1943, a native of Shenyang, and enlisted in the 38th Army in 1965. After changing careers, he served as the president of Liaoning Nationalities Publishing House and Liaoning Fine Arts Publishing House, editor-in-chief and secretary of the Party Committee, editor and reviewer, member of the Chinese Artists Association, vice president of the Chinese Artists Publishing Research Association, member of the Liaoning Provincial Committee of the Chinese People's Political Consultative Conference, and vice president of the China-Japan-Korea Calligraphy and Painting Exchange Association.
