"On paper, I finally feel shallow, and I never know that I have to do it. In October 2023, when they won the trophy of the special prize of the 18th "Challenge Cup" National College Students' Extracurricular Academic Science and Technology Works Competition for Philosophy and Social Science Social Survey Report, a group of teachers and students from the School of Public Administration of the University of Electronic Science and Technology of China had a deeper understanding of this sentence.

The award-winning work is entitled "Answering the General Secretary's Question: How Can Rural Tourism in Ethnic Areas Promote Common Prosperity?" ——Research from 48 counties in 3 states in Gan'a Liang region.

The results of this survey, measured by the footsteps of university teachers and students, have now been adopted by 14 relevant units. It was commented that the study provided achievable countermeasures from the perspective of rural tourism.

The concern of the general secretary is our task."

In the past, due to the constraints of climate and topography, the industrial base of Ganzi Tibetan Autonomous Prefecture, Aba Tibetan and Qiang Autonomous Prefecture and Liangshan Yi Autonomous Prefecture in Sichuan Province (i.e., the "Gan'aliang region" referred to in the title of the research report) was weak and fell into deep poverty.

On February 11, 2018, the general secretary went deep into the hinterland of Daliang Mountain to investigate and investigate, in Sanhe Village, Sanchahe Township, Zhaojue County, Liangshan Yi Autonomous Prefecture, the general secretary pointed out that the most arduous and onerous task of building a moderately prosperous society in an all-round way is in poor areas, especially in deep poverty areas, no matter how hard this hard bone must be gnawed, no matter how difficult this battle is to fight, it must be won, and every ethnic group and every family cannot be forgotten on the road to a comprehensive well-off.

Today, China's poverty alleviation battle has achieved a comprehensive victory, the development of Liangshan Prefecture, Ganzi Prefecture and Aba Prefecture has entered a new stage, and lucid waters and lush mountains have become a beautiful "business card" for the local people to pursue a better life, promote green development and achieve common prosperity. Kang Jian, a lecturer at the School of Public Administration of the University of Electronic Science and Technology of China, noted that rural tourism plays a great role in this process.

What is the interactive effect between rural tourism and common prosperity? What are the experiences that can be replicated and promoted?

The concern of the general secretary is our task."Kang Jian said that Chinese-style modernization is the modernization of common prosperity for all people, and in-depth research and summary of the path and experience of developing rural tourism and promoting common prosperity in Gan'aliang area will be of great significance for promoting rural revitalization in ethnic areas and even for all people to achieve common prosperity.

Kang Jian told the reporter of China Youth Daily and China Youth Network that before, the academic community had done some research on this issue, but after consulting the past literature, they found that the academic community was mainly based on theoretical interpretation and lacked empirical analysis.

In July 2022, a total of 8 undergraduates from the School of Public Administration of the University of Electronic Science and Technology of China, including He Yutong, Yang Lu, Feng Zhiyi, Li Ye, Qi Mengyuan, Diao Qi, Lin Jiayu, and Zhang Xinyuan, formed a research group, and began to explore this problem under the guidance of three teachers, Kang Jian, Guo Yuhui, and Liu Yu.

Daocheng County, Wenchuan County, Zhaojue County, Xiaojin County ......The research team identified 20 representative sites in the Gan'a Liang area, and the members formed groups of three or two to conduct in-depth visits.

During the investigation, we interviewed more than 100 local tourists, residents and relevant staff, and sorted out more than 100,000 words of interview information2GB, video data 87GB, with a cumulative investigation time of more than 4,000 hours.

Apply what you've learned in practice.

Yang Lu, a member of the research group, said that the Gan'aliang area has a high altitude, a wide area, and many mountain roads, and the traffic problem is a great challenge to the research work.

In addition, due to the large number of ethnic minorities in the local area, the research work faced language difficulties. Eight students were divided into three groups and went to different places. They couldn't understand the local dialect, so they asked a local student to help translate, and finally completed the interview as scheduled.

Kang Jian said that on the basis of field research, the research team also carried out a data collection work for more than 3 months, and looked through the statistical yearbooks, work reports, national economic and social development bulletins, annual financial accounts or budget implementation reports and official statistical materials, and collected more than 5,000 pieces of data, covering 48 counties in Gan'aliang region.

It's a process of putting what we've learned into practice. Yang Lu said that combined with the professional background of public management, the research group applied the research method of "fixed effect model" in the process of data analysis, and found the correlation between them in a large number of data, so as to quantitatively evaluate the effectiveness of the development of rural tourism in Gan'aliang area and verify the role of rural tourism in promoting common prosperity.

In the research report, the research team summarized the main experiences of promoting common prosperity through rural tourism in Gan'aliang area: first, "new villagers" leveraged villagers to participate; the second is to drive and coordinate various production factors to achieve the quality and upgrading of rural tourism; The third is to dynamically adjust the development plan of the stage and respond to real-time changes according to local conditions.

They elaborated on these experiences. Taking the role of "village sages" in rural social governance as an example, Kang Jian said that this is a very typical case of organizational behavior.

Kang Jian said that in the traditional rural pattern, some villagers are indifferent to participating in rural governance and achieving collective development, and the mentality of "not caring about others' frost" still occupies a large part. So how do the village sages in the Gan'a Liang area help rural development, allocate resources, and work together?

In the many villages and towns she visited, Yang Lu noticed that the villagers played a very important role. "They can not only bring relatively new ideas and insights from outside to the village, but also use their own acquaintances to influence more people based on their public and altruistic role positioning, so as to drive the vitality of the whole village and realize the development of the village. ”

In addition, in view of some deficiencies found in the research process, the research group put forward actionable countermeasures and suggestions from the aspects of promoting the quality and upgrading of the tourism industry, optimizing the income distribution mechanism, improving the quality of labor, strengthening the public service system, strengthening the construction of spiritual civilization, and promoting the inheritance of folk culture.

Encourage young students to write ** on the land of the motherland.

These research results have been affirmed by academic and industry colleagues. **Professor Jiang Xiaoping, a member of the Public Administration Discipline Evaluation Group of the Academic Degrees Committee and a member of the School of Public Administration of Sichuan University, said: "Based on empirical research and case analysis, this study provides suggestions for achieving common prosperity through rural tourism in ethnic minority areas. ”

Professor Fan Bo, a member of the Public Administration Teaching Steering Committee of the Ministry of Education and a professor at the School of International and Public Affairs of Shanghai Jiao Tong University, said, "In the context of common prosperity, this study focuses on the development of ethnic minorities and provides achievable countermeasures and suggestions from the perspective of rural tourism."

The teachers and students of the project team described the survey as a "spiritual baptism". Yang Lu, a member of the project team, said that this project has allowed us to improve our academic ability and make our own thinking and efforts for the common prosperity of ethnic minority areas, and all the efforts are worthwhile.

According to reports, the relevant research reports and decision-making consulting reports derived from this study have been adopted by more than 10 units. Liu Yu, the instructor of the research group and a professor at the School of Public Administration of the University of Electronic Science and Technology of China, said that in the future, the relevant research results can also be promoted and applied in other ethnic areas such as Inner Mongolia and Xinjiang, further verifying their universality in different ethnic groups, different regions and different cultural backgrounds.

Yang Jing, deputy dean of the School of Public Administration of the University of Electronic Science and Technology of China, introduced that at present, the case and experience of rural tourism in ethnic areas to promote common prosperity condensed by the project have been integrated into the national first-class course "Public Organization Behavior" hosted by Professor Zhu Xiaoning of the college, which not only enriches the course content, but also further stimulates the enthusiasm of young students to pay attention to the development of ethnic areas.

It is understood that in recent years, the School of Public Administration of the University of Electronic Science and Technology of China has fully implemented the dual tutor system for undergraduate students and majors, organized a series of student forums and academic science and technology training camps every year, and organized students to conduct practical research at the grassroots level every summer, guiding young students to have an in-depth understanding of social conditions, national conditions, and people's feelings, especially focusing on poverty alleviation, rural revitalization and grassroots governance, and striving to write the best on the land of the motherland.

The topics selected by the students to participate in the "Challenge Cup" competition over the years come from vivid social practice. The college has also introduced the student science and technology innovation reward method, adhering to the concept of "promoting learning through competition", attaching importance to youth science and technology innovation, and encouraging and supporting students to strengthen their skills, grow their talents and make contributions in important competitions such as the "Challenge Cup".

At the competition summary seminar and work arrangement meeting of the School of Public Administration of the University of Electronic Science and Technology of China, Professor Ding Huang, co-convener of the Public Administration Discipline Evaluation Group of the Academic Degree Committee and Distinguished Dean of the School of Public Administration of the University of Electronic Science and Technology of China, expressed his expectations: "I hope that the teachers and students will cherish the greatness of the country, bravely undertake the mission of the times, and contribute wisdom and strength to the cause of Chinese modernization and human poverty alleviation." ”
