Chapter IV: Vigilance and Discipline

Section 1: Dress Code

Article 32"Public security people's police attire" refers to the people's police of public security organs wearing police uniforms and police emblems in accordance with provisions.

Public security people's police shall wear police uniforms, police ranks, police numbers, and other insignias, so that their attire is neat and dignified, their appearance is strict and neat, and they are standardized and uniform.

Without approval, persons who are not people's police must not wear police uniforms and must not wear police insignia.

Article 33Public security people's police shall dress as required during the prescribed working hours. In any of the following circumstances, you may not wear clothes:

1) Performing special work tasks such as investigation (inspection), guards, and foreign affairs where it is not appropriate to wear attire;

2) Going out during working hours other than for official purposes;

3) During the pregnancy of female police officers;

4) Other situations where dress is inappropriate or unnecessary.

Article 34Public security people's police must not wear dress if they are placed in custody on suspicion of violating discipline or law, suspended from performing their duties, or during the period of confinement, or when criminal compulsory measures are employed, or in other situations that might impact the image and reputation of the people's police.

Article 35Where public security people's police are transferred, resign, dismissed, or dismissed from public office, they shall take back the people's police certificates, police uniforms, police ranks, police numbers, and other police insignia that have been issued. Where public security people's police retire (leave) from retirement, they may retain a set of regular uniforms and police insignia such as police rank and number as a memorial.

Public security organs at or above the county level are responsible for unifying police uniforms and police emblems.

Article 36Public security people's police shall dress according to the working hours and the need for the occasion. During working hours, they generally wear duty clothing; When participating in training, wear training clothing; When participating in activities such as honor ceremonies, oath-taking, police parades, and important meetings, wear regular uniforms or police uniforms; When participating in major commemorations, celebrations, foreign affairs and other activities, wear police uniforms. The competent (sponsoring) unit may also make provisions according to the needs of the work.

The uniform attire for public security people's police participating in group activities is to be determined by the unit organizing the activity.

The main varieties of police uniforms and the norms of wearing are to be separately released by the Political Department of the Ministry of Public Security and the department in charge of police uniforms.

Article 37Public security people's police shall strictly abide by the following provisions when dressing:

1) Wear them in accordance with provisions, different standards of police uniforms must not be mixed, police uniforms and civilian clothes must not be mixed, and non-standard uniforms must not be exposed when wearing non-standard uniforms;

2) In accordance with provisions, decorate and wear police ranks, police numbers, chest badges, hat badges, collar flowers, police badges, and other symbols, and tie standard belts, and different standard police symbols must not be mixed. Except as necessary for work, signs or items unrelated to the identity of public security people's police or the performance of official duties must not be worn or hung;

3) In addition to carrying out work tasks such as emergency rescue and disaster relief, police uniforms shall be kept neat and decent, and must not be clothed, open-minded, sleeves rolled up, trouser legs rolled up, and so forth;

4) Except for work needs or other special circumstances, they shall wear standard leather shoes, training shoes or other black leather shoes, wear dark socks, and shall not wear shoes or bare feet. The heel of male police officers is generally not higher than 3 cm, and the heel of female police officers is generally not higher than 4 cm;

5) Except as required by work or other special circumstances, they must not wear heavy makeup, have long nails or dye their nails, must not tie non-standard scarves, must not tie mobile phones, keys and ornaments on exposed belts, and must not wear earrings, studs, necklaces, rings, wrist ornaments, etc. Except as required for work, no tattoos, no piercing of ears (except for female police), nose piercing, and lip piercing;

6) Except for work needs or eye diseases, they must not wear colored glasses;

7) Police uniforms and insignia of non-uniform standards must not be worn;

8) Without the approval of a public security organ at the county level or above, police uniforms must not be worn to participate in all kinds of television or online marriage solicitations, talent shows, and other entertainment programs.

Article 38Except as necessary for work, public security people's police must not perm or dye or retain clearly exaggerated hair colors or hairstyles. Male police must not have long hair, large sideburns, curly hair (except for natural curls), or beards. Except for pathological and other factors, public security people's police must not shave their heads. Female police officers with long hair shall wear their hair in a tie and their hair must not be braided over the shoulders.

Article 39Public security people's police shall wear police hats when dressing, except in office areas, dormitories, or other special circumstances.

When entering the house, it is common to take off your hat. In a standing position, you can use your left hand to hold the cap under your left armpit (the top of the hat is facing the outside of the body, and the cockade is facing forward); In the sitting position, the police hat can be placed on the left side of the front of the table (table) or placed on the left knee with the left hand (the top of the hat is facing up, and the cockade is facing forward).

In offices and dormitories, police hats should be placed in a standardized manner.

Article 40The following provisions shall be implemented when public security people's police are required to wear uniformly issued badges, special identification marks, or special armbands in their attire:

1) When wearing the badge of Party members or League members, it shall be worn in an appropriate position directly above the police number on the left chest of the police uniform;

2) When participating in important activities such as awards and awards, major commemorations, and celebrations, medals, medals, or commemorative medals may be worn in appropriate positions on the chest of police uniforms;

3) When participating in important meetings, major drills, and other important activities, they may wear special identification marks as required;

4) When performing tasks such as stability maintenance, emergency rescue, and disaster relief, special armbands may be worn as required;

5) Students in public security academies may wear the insignia of the school (school).

Article 41Public security people's police shall wear protective equipment such as gloves, masks, face shields, protective clothing, and goggles in environments such as haze, toxic, dust, radiation, infection, noise, strong light, high temperatures, low temperatures, and dust, or as needed for work.

Article 42Public security people's police shall care for and properly store police uniforms and indications such as police ranks, police numbers, chest badges, hat badges, and collar flowers, and must not give or lend them to persons who are not people's police.

Article 43The time and requirements for the seasonal outfit change of public security people's police are to be reasonably determined by the public security organs at the districted-city level or above as needed.

Article 44Due to the needs of work, when retired (retired) public security people's police participate in major commemorations, celebrations, and other activities, they may wear the standard clothing of the time of retirement (retirement), and wear medals, medals, and other badges awarded during and after retirement (retirement).

When dressing for students majoring in public security in public security academies, refer to the above provisions.

Article 45Where police uniforms and police symbols are used for filming or production of film or television works or performances, approval procedures shall be performed in accordance with provisions and strictly kept.

The approving organs shall follow this Order to guide film and television production and theatrical performance units to strictly comply with the public security organs' dress code, and must not harm the image of the public security organs and public security people's police. It cannot be used for non-filming or performances.

Section 2: Code of ConductArticle 46Public security people's police shall abide by laws and regulations in an exemplary manner, and conscientiously practice the Core Socialist Values.

Article 47Public security people's police shall be full of energy, dignified in appearance, and civilized in manners.

Article 48When two or more public security policemen go out in uniform, they usually form two people in a row and three people in a row, and the ranks are neat and dignified. Foot patrol duty can be carried out in an effective alert formation according to the situation on the spot.

Article 49When public security people's police are dressed, they must not smoke in public places, must not laugh or make loud noises, must not have back-to-back hands, sleeves, pockets, shoulders, arms, waists, and other conduct that affects the image of the police, and must not sit or lie on the ground at will.

Article 50Where public security people's police participate in uniformly organized assemblies, meetings, or evening parties, they are to enter at the prescribed time and order, take their seats in the designated locations, abide by the order of the venue, and must not arrive late or leave early. When the meeting is adjourned, they will leave the meeting in turn.

Article 51Public security people's police when they go out shall abide by public order and social morality, and conscientiously preserve the image and reputation of the people's police. When disputes arise with others, they shall be handled in accordance with law.

Article 52When public security people's police encounter threats to the safety of the public's lives and property, they shall actively rescue or seek support.

Article 53Public security people's police are not allowed to drink alcohol during working hours, must not carry firearms to drink, and must not wear police uniforms to drink alcohol without approval.

Article 54Public security people's police are strictly prohibited from participating in pornography, gambling, and drug activities, from participating in cult organizations, from participating in feudal and superstitious activities, and from participating in religious activities except as required for work. During work, except for work needs, they are not allowed to enter singing and dancing entertainment venues for entertainment; Those wearing police uniforms entering singing and dancing entertainment venues shall conscientiously preserve the appearance and discipline of the people's police.

Article 55Public security people's police must not disseminate speech that is detrimental to the authority of the Constitution, the reputation of the Communist Party of China, or the state, must not organize or participate in illegal organizations, must not organize or participate in activities such as gatherings, processions, and demonstrations aimed at opposing the Constitution, the leadership of the Communist Party of China, and the state, must not copy, post, or privately possess illegal printed materials, and must not organize or participate in strikes or serial petitions. No interviews are allowed without approval.

Article 56Public security people's police must not accept banquets or gifts that have an impact on their work, must not engage in other professions or paid intermediary activities other than their own duties, must not participate in for-profit theatrical performances, corporate image endorsements, and other such activities, and must not use the name or likeness of the people's police to make commercial advertisements.

Article 57Public security people's police must not engage in the following conduct when using online social networking**

1) Producing and disseminating information and speech that contradicts the Party's theories, lines, principles, and policies;

2) Producing and disseminating information and speech that defames the image of the Communist Party of China, the state, and public security organs;

3) Producing or disseminating vulgar information, false information, and inappropriate speech;

4) Producing, disseminating, or discussing state secrets, work secrets, or internal sensitive information;

5) Unauthorized publication of texts or audios involving secrets of police work;

6) Without approval, using the identity of the people's police to open online social platforms such as Weibo and WeChat*** personal Weibo, WeChat and other online social media avatars, using public security organ signs and symbols;

7) Using online social tools' functions such as payments, red envelopes, and transfers to conduct disguised power-for-money transactions;

8) Using online social networking** to conduct improper interactions, and it is not necessary to join online social groups such as WeChat groups and forums with obvious negative tendencies;

9) Using online social networking** to engage in other activities that are contrary to laws, regulations, Party discipline and rules, and the Party's fine traditions.

Article 58Public security people's police must not dispose of public security information network information without authorization. Where it is truly necessary to delete or modify, approval formalities shall be performed in strict accordance with provisions.

Section 3: Inspections of police appearance and disciplineArticle 59Public security organs shall regularly carry out education on police appearance and discipline, and establish and complete systems for supervision and inspection.

Article 60Public security organs at the county level or above shall strengthen routine oversight and inspections of police appearance and discipline, and periodically organize centralized inspections to promptly discover and correct problems.
