The reporter was informed that through the implementation of the "element list" self-inspection and internal audit, optimization and streamlining of the approval process and other measures, the approval time limit of the environmental impact report (form) in our province has been compressed from the statutory 60 (30) working days to 20 (7) working days. In addition, the "one-stop service" for environmental impact assessment and approval has been realized, reducing more than 70% of the repeated filling of enterprises and more than 50% of the filling volume.
Liu Yingwei, director of the Environmental Impact Assessment and Emission Management Division of the Provincial Department of Ecology and Environment, introduced that the Provincial Department of Ecology and Environment has accelerated the handling of high-frequency matters such as "environmental impact assessment and approval" and "pollutant discharge permits" and the application of public services. Since 2023, a total of 2,565 EIA projects have been approved in the province, involving a total investment of 4,687$8.5 billion; Of the 287 major projects listed in the province, 241 have completed the environmental impact assessment and approval, with an approval completion rate of 84%, and the efficiency of fast review and approval has been affirmed by the province.
Focusing on key areas and key areas such as pollution prevention and control in the Yellow River Basin, ecological protection in the Qilian Mountains, and carbon peak and carbon neutrality, the Provincial Department of Ecology and Environment has coordinated pollution control, ecological protection, and response to climate change, and coordinated efforts to promote carbon reduction, pollution reduction, green expansion, and growth, so that the quality of the province's ecological environment has been steadily improved, and the ecological security barrier in the western region has been continuously built. At present, the proportion of excellent water quality in 41 state-controlled sections of the Yellow River Basin in our province is 9268%, and the water quality of the main stream outlet section has reached the class for 8 consecutive years. 9 places in our province won the title of National Ecological Civilization Construction Demonstration Zone, and 6 places won the title of "Lucid waters and lush mountains are invaluable assets" practice innovation base.
Niu Yun, Director of the Regulations and Standards Division of the Provincial Department of Ecology, introduced that in 2023, the Provincial Department of Ecology will take the lead in promoting the introduction of the "Regulations on the Ecological Protection and High-quality Development of the Yellow River Basin in Gansu Province" in the nine provinces and regions along the Yellow River, and at present, the drafting, research and legislative work of the "Gansu Provincial Regulations on the Prevention and Control of Noise Pollution (Draft)", "Gansu Provincial Measures for the Prevention and Control of Exhaust Pollution from Motor Vehicles and Non-road Mobile Machinery (Draft)" and "Gansu Provincial Biodiversity Conservation Regulations (Draft)" are being carried out. Up to now, a local legal system covering all elements of ecological environmental protection such as water, gas, soil and ecology has been basically established.
Over the past year, the Provincial Department of Ecology has carried out environmental risk assessment of 4,191 enterprises in the province, of which 64 have major environmental risk levels, 293 have major environmental risk levels, and 558 have preliminarily selected insured enterprises. According to statistics, a total of 269 enterprises in our province have purchased environmental pollution liability insurance, with a total premium of 538190,000 yuan, providing risk protection of nearly 500 million yuan.
