Recently, the Provincial Department of Science and Technology, the Provincial Department of Finance, and the Provincial Department of Education jointly issued the "Measures for the Management of the Open and Shared Management of Major Scientific Research Infrastructure and Large Scientific Research Instruments in Yunnan Province" (hereinafter referred to as the "Measures"), aiming to further promote the open sharing of major scientific research infrastructure and large-scale scientific research instruments in the province, improve the efficiency of the use of scientific and technological resources, and enhance the province's scientific and technological innovation capabilities.
The Measures consist of five chapters, 27 articles and 2 annexes, including clarifying the principle of openness and sharing of scientific research facilities and instruments, the definition of boundaries and the scope of management; standardize the work responsibilities of the Provincial Department of Science and Technology, the Provincial Department of Finance, the Provincial Department of Education, and the management unit; It clarifies the specific practices, rights and interests and relevant working mechanisms of the management unit's open and shared work; The evaluation methods and punishment measures for open and shared services are clarified.
The Measures define scientific research facilities and instruments, and clarify that they are large-scale scientific devices and single sets of scientific instruments and equipment with a value of 200,000 yuan or more that are invested in the construction and purchase of financial funds and used for scientific research and technological development activities. Scientific research facilities and instrument management units are open to the public and are used by other units and individuals for scientific research and technological development activities. In order to mobilize the enthusiasm of the management unit for opening up and sharing, the "Measures" proposes that the management unit can charge reasonable expenses in accordance with the principle of cost compensation and non-profit, including material consumption fees, maintenance and repair fees, water and electricity operation fees, labor service fees, etc. The charging standards for shared services carried out by colleges and universities shall be reported to the Provincial Department of Education and the Provincial Development and Reform Commission for the record in accordance with the procedures, and the charging standards for shared services carried out by scientific research institutes shall be publicized as required. The relevant income of administrative institutions shall be implemented in accordance with the relevant provisions on the income from the paid use of state-owned assets.
In addition, the "Measures" proposes that the Provincial Department of Education is responsible for the evaluation and assessment of provincial universities, and the Provincial Department of Science and Technology is responsible for the evaluation and assessment of provincial scientific research institutes and other scientific research institutions. The assessment method will draw on the implementation rules for the assessment and evaluation of scientific research facilities and instruments of the Ministry of Science and Technology, and will be carried out from three aspects: organization and management, operation and use, and shared service effectiveness.
