Beijing: If you can have three heads and six arms
Yao Zhen (second from right), director of the Shilou Police Station, organized the mass transfer in Xia Village. Photo by Li Xiaolei From July 29 to August 2, 2023, Beijing continued to experience heavy rainfall due to the impact of Typhoon Doksuri. The Shilou Police Station is one of the most flood-stricken areas in Fangshan District, Beijing. On the eve of the Spring Festival this year, I went to Shuangliushu Village, which was the most severely affected by the disaster at that time, to check the public security situation in the village, visit the affected villagers, and talk about family life. The houses and air conditioners damaged by the heavy rain have been repaired, and the village's water, electricity, heat and other living infrastructure are in place. The villagers greeted me warmly when they saw me, everyone was busy preparing New Year's goods, and the big market in the town was more lively than usual. Speaking of last year's heavy rain, everyone still remembers it vividly, saying that thanks to the timely transfer, thanks to the **, the police and village and town cadres. On July 29 last year, the torrential rain was like a note, and all the staff of our police station went to their posts to prepare for the battle. There are several villages in Shilou Town on the edge of the Dashihe River, and in order to prevent the river from overflowing and bursting the embankment, I arranged for the police to patrol along the embankment. On the morning of July 31, the water level of the Dashihe River began to rapid**. While reporting the situation to **, I led the police to inform the villagers of the transfer. I was driving to the village, and in the pouring rain, the visibility was less than 50 meters, and in just an hour, the river overflowed the embankment. We went into the village and shouted warnings while checking the situation. In the afternoon, we were instructed to use police cars and lifeboats to evacuate the villagers. On that day, the ** of the police station rang non-stop, and more than 300 ** were received in one afternoon. The front-line rescue police and the command room are tightened! The rain kept stopping, and the policeman's clothes were soaked, and his voice was hoarse. At that time, I was very anxious, thinking that it would be nice if I had three heads and six arms. Through the joint efforts of everyone, our police station assisted Shilou Town** to transfer a total of 813 households and 1,025 people from Xia Village, Shuangliushu Village, and Liyuandian Village. After the evacuation of the people, we rushed to the resettlement site for safety checks. At this time, some people raised the issue of safety for empty homes to me. At that time, I patted my chest and reassured them that I would definitely protect the safety of the village and not let the lawbreakers and criminals take advantage of it. The sub-bureau has been deployed in advance for the security problem in the disaster area, and our police station has also made a plan to strengthen public security, strengthened patrols in several disaster-stricken villages, and has police officers go door-to-door to check the door locks and windows every day. The police station also organized a joint defense team to patrol day and night to prevent lawbreakers from entering the village to commit crimes. During that time, all our police officers twisted into a rope and worked hard to make one place, and they did not go home for a month. During this period, there was no case in the village, and the hearts of the masses were effectively stabilized. This rainstorm has allowed the masses to see the responsibility and dedication of our public security police, and has brought us closer to the masses. Now, the people affected by the disaster in the whole town have been properly arranged. Before the Spring Festival, the town also held a culturally themed annual meeting in Xia Village, so that every family could celebrate the New Year. Guangdong: Fighting in the turbulent torrent
Li Hansen (center), captain of the first brigade of the special police detachment of the Maoming Municipal Public Security Bureau, is moving the crowd. (Photo courtesy of Maoming Public Security Bureau) On September 10, 2023, due to the influence of the remnant circulation of Typhoon "Haikui", heavy rain fell in Maoming City, Guangdong Province, with a maximum rainfall of 3347 mm, not encountered in 50 years, serious waterlogging in many places, a large number of people trapped in houses, life and property safety is seriously threatened.
After receiving the instructions from my superiors that night, I quickly gathered my team members and rushed to Wenwu Village, Aotou Town, the most severely affected town, to carry out rescue work.
After arriving at the scene, there was a sea in front of them, vehicles could not pass, and there was no water and electricity in the surrounding area, which increased the difficulty of the rescue work. What is even more critical is that the flood is still rapid**, and the people must be moved immediately, otherwise their lives may be in danger. I said to the players.
Anyone? Is there anyone in the house? "I led the SWAT team members to drive assault boats, turn on flashlights, and knock on doors in the turbulent torrent. Everywhere we went, we shouted so that the trapped people could hear them.
Thunder rumbled and rain poured down. The team members charged forward and were fearless. But they are also worried, worried that they will run into the masses who will not be persuaded to leave. Knowing that danger is close at hand, some people still can't rest assured that they can't afford to buy their belongings or livestock ......The team members went door-to-door to persuade to ensure that the masses were transferred in a timely and safe manner.
Don't worry, don't panic, we are public security special police! Listen to our command, we will do our best to ensure everyone's safety! "I have been a police officer for many years, I have participated in disaster relief work many times, and I have accumulated a lot of rescue experience, and I know that I must be calm and calm at this kind of disaster relief site, and the rescue tactics must be reasonable and appropriate, so as to transfer the affected people as quickly as possible.
The trapped villagers were anxious and panicked. After going deep into the rescue site of the center, while calming the emotions of the masses, I transferred the affected people in batches in the order of first urgent and then slow, the elderly and children were evacuated first, and the people who did not know the nature of the water were evacuated first. With everyone's active cooperation, my comrades-in-arms and I successfully transferred more than 70 people.
It's mid-January 2024, and when I came to Man Uk Village again and saw the warm and familiar faces, I felt very cordial and proud. "Kid, you're here! Come home and sit down. "Grandma Wang, who is in her 80s, said excitedly when she saw me with tears in her eyes.

Tianjin: I'm watching over the village on the embankment
Zu Xu, then director of the Huanghuadian Police Station, organized flood relief work. Photo by Zhao Jingrui I recall the time of flood control in July 2023, which I will never forget. Inspect the water situation in the flood storage and detention area and evacuate the affected people in the village......The 18 days of fighting on the front line of flood fighting, bit by bit, are still vividly remembered.
At the end of July 2023, due to the impact of the typhoon, the Haihe River basin has not experienced heavy rainfall for 50 years, and the water level of the river continues to be **, and the flood control situation in Tianjin is very severe.
On July 31, we received an urgent order from the emergency headquarters: immediately evacuate 14 administrative villages and 5 residential areasMore than 50,000 inhabitants.
Under our persuasion, the villagers began to evacuate in an orderly manner. With less than one hour left before the end of the transfer, I went to the village with the village cadres for a final inspection. At this moment, I saw an empty village, and a villager drove twenty or thirty sheep to meet him. Perhaps the sheep were frightened, and the villagers struggled to drive them.
Immediately, our troops split into two groups, one to continue to check the situation in the village, and the other to help the villagers drive the sheep to the safety of the embankment. When the last lamb stepped onto the embankment, there were only 5 minutes left until the end of the transfer.
On August 1, we and the village cadres pulled out more than 2,000 livestock from the village. During the day on August 2, we urgently coordinated a crane to transfer more than 60 million yuan worth of paper product raw materials from the factory on the edge of the village to a safe place. In the evening, the flood came, flooding the wheat fields and vegetable greenhouses on the edge of the village. The water in the village is waist-deep, the ripe corn in the fields is only a sharp tip above the water, and the water in the vegetable greenhouses is shoulder-high.
The day after the transfer, Uncle Li, a villager from Shaoqidi Village, suddenly fell seriously ill at the resettlement site and was sent to the hospital for rescue, but his medical insurance card and documents were left at home. Seeing that my family was emotional and wanted to wade into the village, I grabbed him and said, "I'm the head of the police station, give me the key, and I'll help you get it!" ”
At this time, the water level in the village is still continuing**. We found an assault boat, and everyone helped the uncle retrieve the documents and handed them over to Uncle Li's family.
As the days passed, not a single one of the people's police and auxiliary police officers in the temporary station flinched, did not ask for leave, and did not complain of grievances, and everyone knew in their hearts that we were the strongest backing for the masses.
On August 17, the flood waters receded and the villagers could go home! Back home, the villagers tidy up their courtyards, sort out the items that drifted with the water, clean up the stagnant water in the house, and dry the bedding.
Ordinary life needs a new beginning. The police station has started its busy routine again. If you can't find the item, look for the police; If the property is lost, find the police; Neighborhood disputes, find the police to ......Guarding this hard-won ordinary life and guarding this home full of fireworks may be the duty of our police.
Now, the lives of the villagers have gradually returned to normal, and I have also been transferred from the Huanghuadian Police Station to the Xuguantun Police Station, still dealing with family shortcomings, neighborhood disputes, fighting crime, maintaining public order, and still going to the homes of the public to ask for warmth ...... the coldHowever, the population density of the precinct has increased, the situation in the precinct has become more complicated, and the burden on my shoulders has become heavier.

Gansu: ** rescue in "Devil's Week".
Police from the special police detachment of the Lanzhou Municipal Public Security Bureau patrol the resettlement site in Jishishan County. Photo by Wang Zilong.
At about 23 o'clock on December 18, 2023, the "Blue Sword" commando team of the special police detachment of the Lanzhou Public Security Bureau in Gansu Province, where I worked, was carrying out a winter closed "Devil's Week" training in the field. **Finish! "Soon, we learned that there was a 6Level 2**.
Instructions were constantly passed on the radio. At 2:30 on the 19th, we were ordered to carry relevant equipment and go to the disaster area of Jishi Mountain** for rescue.
At 5:20, we arrived at the Jishishan County Public Security Bureau. Our "Blue Sword" commando team is responsible for social control, traffic diversion, and police handling along the 310 National Highway from Shiyuan Town to Liuji Township.
On National Highway 310, rescue vehicles went to the epicenter, and some people drove to the county seat to buy daily necessities, or drove to relatives' homes for temporary stay. Based on the air patrol of the Police Aviation Brigade, we quickly adjusted the road control measures.
In view of the severe cold weather and narrow and icy roads in the disaster area, the detachment implemented an all-factor diversion mode, and adopted the methods of remote diversion of high-altitude shouting by drones, proximal drainage and diversion of patrol vehicles, and core on-site control of the people's police and auxiliary police on duty. The road surface of the section of National Highway 310 from Shiyuan Township to Liuji Township, Jishishan County, where I am on duty, is basically complete, but the more to the epicenter, the more complicated the situation becomes. My team members and I took turns on duty for eight hours a day, and at most we cleared more than 3,000 vehicles of various kinds in one day. The detachment has evacuated more than 130,000 vehicles and eliminated 353 dangerous situations, effectively ensuring the smooth flow of the "lifeline" in the disaster area.
The police force followed the disaster", and as the masses were transferred to the resettlement sites one after another, the focus of our work was gradually adjusted. Focusing on the resettlement points and material distribution offices in the disaster areas, we have adopted a three-dimensional patrol mechanism of "foot patrol + vehicle patrol + air patrol", rolling out police patrol lines and pipelines during the day and concentrating police patrols and management areas at night, so as to comprehensively improve the police detection rate, management rate and deterrence in the disaster areas.
With the establishment of the "Earthquake Frontline 110" police office and the continuation of the work of visiting the masses, the masses have become more and more familiar with us and have more and more trust in us.
On December 27 last year, the police conducted psychological counseling for the children together with the psychological teacher at the temporary resettlement site of Taojia Village Primary School in Liuji Township, Jishishan County. We played games, chatted, sang and danced with the children, and the children's depressed mood after the disaster was relieved and gradually became cheerful.
On the morning of January 4 this year, we packed up and set out on our way back. After getting the news that we were leaving, the old man Ma from Liuji Village, Liuji Township, came to say goodbye with his grandson. He said that because of us, he is full of confidence in rebuilding his homeland.

Qinghai: Let the cold winter have more warmth
The police of the Zhongchuan Police Station visited the masses in the resettlement board house. Photo by Ye Lei.
At 23:59 on December 18, 2023, 6Level 2**, the house at our police station shook very badly.
The village police of each village should immediately report the disaster situation in their village. "After issuing the emergency notice as soon as possible, I gathered all the people's police and auxiliary police to organize everyone to investigate the disaster situation separately. After receiving the news that Jintian Village and Caotan Village were seriously damaged, everyone quickly rushed to the scene to rescue the people as much as possible and evacuate them to a safe area.
The police came to our rescue! "Hearing the shouts of the crowd, my heart was anxious and moved. Many people volunteered to join our rescue team, racing against time to search for the trapped people. That night, I was worried about the nervous, anxious and sad looks of the crowd, and the female comrades in the house had been comforting the elderly and children. It wasn't until dawn, when the masses had been safely evacuated, that I noticed that the faces and hands of the comrades were frozen to iron.
In the days that followed, the aftershocks continued, and some of the police and auxiliary police officers of the police station calmed the emotions of the masses, and some investigated hidden dangers, and they were usually busy until the second half of the night.
After the rescue work was completed, the county public security bureau deployed police forces to support our police station, and reinforced the people's police auxiliary police to play an active role in helping the police station resolve conflicts and disputes, and serve and resettle the masses.
Now, the resettlement tents have long been replaced by prefabricated houses, and when the Spring Festival is approaching, whenever I visit the resettlement sites, people invite us to sit at home. The masses feel sorry for us, and our hearts are warm.
Four relatives of villager Lao Yang passed away due to **, the house was destroyed, the insurance policy was lost, and the claim was settled. My colleague Bai Jie worked as a salesman in an insurance company and is familiar with the claims process. Bai Jie and I often walked into the prefabricated houses of the temporary resettlement site to comfort Lao Yang in the Turkish dialect, Bai Jie contacted the insurance company several times, and on January 17, the 500,000 yuan claim was received. The moment Lao Yang sent the pennant to thank me, I thought to myself that another thing had been done.
There are 249 villagers living in the resettlement site where his colleague Lao Qi works, and Lao Qi is familiar with the situation of each household. In these days, Lao Qi often helped the masses to get ID cards at the police station, organized volunteers to carry out daily inspections, and resolved many conflicts and disputes on the spot at the resettlement site.
On the bank of the Yellow River, in the face of the disaster, every policeman exudes warm and powerful energy, soothing the injured hearts of the people in the disaster area and giving the cold winter more warmth.

Hebei: Unforgettable emergency rescue of wading through the rapids and stepping on hanging logs
Yin Jianlong (back), director of the Wangcun Police Station, led a team into the mountain to rescue. Photo by Shi Xiaodong.
In the summer of 2023, due to the impact of Typhoon "Dusuri", some areas of Hebei Province suffered heavy rainfall. Roads were washed out and villagers were trapped in some areas of Laishui County. On August 2, in accordance with the unified command of the Laishui County Flood Fighting and Rescue Headquarters, Song Junda, an instructor of the Special Patrol Police Brigade, and I led a team to several villages in Zhaogezhuang Town to carry out rescue.
When the vehicle reached Pengtou Village, the road was washed out and became impassable. We got out of the car and walked on. Each of us carried fifty or sixty pounds of supplies, in addition to the instant noodles and mineral water urgently needed by the masses, as well as rescue ropes, tents and other equipment.
Suddenly, a rushing river and cliff stood in front of us, and after discussing with the comrades of the fire and rescue department, we decided to build a simple plank road along the cliff wall. We found two tree trunks, put them on the raised stones on the cliff face, and then tied them to the fire rescue rope.
Everyone carefully stepped on the wood, holding the raised stone with both hands, their backs outward, their bodies clinging to the cliff wall, moving step by step. The protruding rocks on the cliff wall cut through our clothes and arms, and the turbulent river rushed under our feet, and from time to time the stones rolled down from the cliff hit us, and the slightest carelessness could fall into the water and be swept away.
Watching the last person pass safely, my hanging heart finally landed.
We picked up our pace and walked along the river beach, a section of the road buried by mudslides, where the mud mixed with tree branches was submerged to the knees and wrapped around the legs of the team members like snakes, and the team members supported each other, expending a lot of physical strength with each step. In this way, after six and a half hours of arduous trekking, we finally arrived at Hongqi Mountain Village.
Comrade police have come to our rescue! The villagers' mouths opened wide in surprise, unable to believe that we could come. It is understood that there are more than 20 elderly people and young children with limited mobility in this village who need to be transferred urgently.
The rescue team members and I distributed instant noodles and mineral water to the villagers, and organized everyone to eat two bites quickly, pack up their things and prepare for transfer. According to the plan, we are going to transfer the villagers to a primary school in the central village of Zhaogezhuang.
Half an hour later, we took the villagers and began to move. There was an eldest lady who couldn't walk because of a herniated lumbar disc, so we took turns carrying the eldest lady, and her husband followed aside, constantly wiping her tears and kowtowing to us, so we quickly supported him and pulled him along. Stepping through the potholed river beach and scattered stones, one person can't carry it, we will change people for three or four hundred meters, and the eldest mother said movingly: "Thank you, even my own son can't compare to you." ”
One of the villagers was limping because of the necrosis of the femoral head, and he needed to walk on crutches. We supported my uncle all the way.
The most treacherous part of the road involves crossing a rapids. Two comrades risked their lives to swim to the opposite bank, pulled up the rescue rope between the two banks, and then waded across the torrent in the way that a team member supported a villager.
After more than three hours of arduous trekking, we finally successfully transferred more than 20 villagers from Hongqishan Village to the rescue point safely.
