Fu Zuoyi, who was sitting in Beiping, also began to waver in his heart, and he continued to contact our party from December 15, 1948, but many negotiations were fruitless.
On January 21 of the following year, Fu Zuoyi finally decided to lead the troops to revolt, and after accepting the conditions for peace talks put forward by our party, he reached an agreement with our army on the peaceful liberation of Beiping, and the Pingjin Campaign ended smoothly.
The next day, the ** troops began to go out of the city to accept the reorganization, Ye Shuai led the People's Liberation Army into Beiping City, personally served as the first mayor of Beiping City, and began to take over Beiping.
At that time, Xibaipo was also preparing to move the ** headquarters to Beiping, and when he was leaving, ** also quipped: "Today is to go to Beijing to catch the exam." ”
Although I worked all night the night before, I thought that I was going to Beijing the next day, and I was still very energetic even if I didn't sleep all night.

So the convoy composed of 11 cars and 10 trucks began to march to Beiping, and the leaders and their families were sitting in the cars at that time, while the leaders and their families were sitting in the second jeep.

In the evening, the convoy arrived in Zhuo County, where everyone rested temporarily, and Ye Shuai came to Zhuo County in the evening to report to *** the detailed arrangements for entering Beiping.
In the early morning of the next day, *** and others took a special train to Beiping, and came to Beiping again after 30 years.

Then they drove to the Yishou Hall in the Summer Palace, where they had a short rest and then held a banquet in which everyone was very happy, because they had seen the dawn of victory coming.
After entering Beiping, ** lived in Xiangshan Shuangqing Villa, and everyone also lived in various places under Ye Shuai's arrangement.
Regarding the choice of the capital, there is no suspense in Beiping, but there has never been a certain place for the office location, and Ye Shuai directly finalized Zhongnanhai as the office location.
However, at that time, Zhongnanhai was dilapidated and not very suitable for office, and ** did not approve of moving to Zhongnanhai to work.
So how did Ye Shuai reorganize Zhongnanhai? Why did he choose Zhongnanhai as his office?
In fact, before Ye Shuai entered the city, he had already selected Zhongnanhai as the first office location, and before entering Beiping, Ye Shuai specially instructed Zhang Minghe, the commander of the Beiping picket, to ask him to protect Zhongnanhai first after entering the city.
After entering Beiping, Ye Shuai asked Qi Yanming, secretary general of the Ministry of Urban Industry, to sort out Zhongnanhai and prepare for the subsequent relocation.
At this time, Ye Shuai already had a plan for Zhongnanhai, but Zhongnanhai was dilapidated at that time, so Qi Yanming rushed to Zhongnanhai before the entrance ceremony was over.
After coming here, Qi Yanming immediately organized everyone to start taking care of it, and specially invited the Beiping garrison team to assist in the work.
Previously, Fu Zuoyi had set up the North China Suppression General Headquarters here, but with the peaceful liberation of Beiping, more than 2,000 rooms in Zhongnanhai became very empty, and everywhere was a mess.
Fu Zuoyi and his guards lived in the Qinzheng Hall in Zhongnanhai, where there were dead branches and leaves everywhere, and the trees on the roadside were also dilapidated.
The chaos in front of him made Qi Yanming sigh that a good courtyard had become the dilapidated appearance it is now, so after looking around, he found that it was not easy to take care of Zhongnanhai.
Qi Yanming immediately reported to Ye Shuai, saying that the cleaning work in Zhongnanhai was very heavy, and asked for additional manpower to come over to help clean up.
Soon a truck of soldiers from the North China Military Region began to clean up Zhongnanhai, and it took three months to clean up all of them.
Among them, the silt in the Taiye Pond alone has been cleaned up for a long time, after all, no one has taken care of it here for decades, and this work is really heavy.
After cleaning up, the entire environment of Zhongnanhai became tidy, and the landscape of the former royal palace was reproduced in a trance, and Ye Shuai was also very satisfied with the work of Qi Yanming and others after coming to inspect.
After I went back, I immediately wrote a report to *** requesting that the office be moved to Zhongnanhai.
Why did Ye Shuai choose Zhongnanhai so firmly?
Mainly because of three reasons, the first is the historical heritage of Zhongnanhai, which is located on the west side of the Forbidden City, and was originally called Taiye Pool.
Zhongnanhai was built in the Liaojin period and has always been a private courtyard of the royal family, with three groups of large palaces scattered around Zhongnanhai.
In the Yuan Dynasty, the Mongols called the lake the sea, so the Taiye Pond also had the name of Zhongnanhai.
In addition to the lake, Zhongnanhai is surrounded by lush forests that bloom with flowers all year round, and there are many ornate ancient palace buildings not far away.
In terms of the environment alone, this place is indeed a must, and it is natural to work in such an environment.
In modern times, Zhongnanhai has also witnessed a lot of history, after the Empress Dowager Cixi launched a coup d'état, she put Guangxu, who advocated reform at that time, under house arrest here.
And when Yuan Shikai was planning to restore the emperor, he also used this place as his temporary ** mansion.
After the start of the Pingjin Campaign, Fu Zuoyi moved his original headquarters in the western suburbs to Zhongnanhai.
In addition to the historical heritage, because Fu Zuoyi had previously worked in Zhongnanhai, after the peaceful liberation of Beiping, Zhongnanhai still retained relatively complete office facilities.
Before the People's Liberation Army entered the city, there were already many people working here, and Ye Shuai continued to retain the original equipment in Zhongnanhai after entering the city.

Therefore, *** will often come to Zhongnanhai to participate in conferences, but due to inconvenient transportation, ** will sometimes live directly in Zhongnanhai.
In this way, Ye Shuai plans to simply put the first office in Zhongnanhai, so that he does not have to go to Xiangshan often to report work, and other comrades can also work well here.
But when Ye Shuai was about to report to *** and planned to move the ** agency to Zhongnanhai, ** had a different opinion on this.
After Ye Shuai completed the renovation work in Zhongnanhai, he immediately wrote a report recommending that *** move to Zhongnanhai, and the report was first handed over to *** for review.
After agreeing to Ye Shuai's suggestion, he handed over the report to ***, but *** did not reply after reading the report.
Ye Shuai also waited very anxiously, and then came to Xiangshan in person to ask for instructions in person, hoping that *** could agree to move the ** agency to Zhongnanhai.
But *** still did not agree to this request, seeing this*** also came over and persuaded *** to say that Zhongnanhai is now ready, and all the conditions are suitable, and I hope *** can consider it again.
In his opinion, he does not want the ** agency to move to Zhongnanhai to work.
For ***, he has been working in Xiangshan for more than half a year, and the environment here is not inferior to Zhongnanhai, and *** has also had feelings for Xiangshan during this time of working here.
In the heart of ***, Zhongnanhai is the place where ancient emperors once lived, because it has a strong feudal color.
The former Empress Dowager Cixi, Emperor Guangxu, and Yuan Shikai all lived there, and they were very disgusted with these feudal traces.
And as early as when he left Xibaipo, he once said that if Li Zicheng was not right, he would naturally have a grudge against Zhongnanhai.
After Ye Shuai's many persuasions, ** also mentioned Zhongnanhai in a conversation with ***: "I resolutely don't move, don't be the emperor, Jian Ying is really stubborn." ”
Although he did not agree to the relocation, it was indeed inconvenient for the office to be located in Xiangshan, so he decided to hold a meeting to discuss the location of the office.
At the meeting, everyone voted, and the results showed that the majority of people supported moving to Zhongnanhai, adhering to the principle of minority obeying the majority, and finally agreed to move to Juxiang Book House in Zhongnanhai.
On June 15, 1949, *** came to Zhongnanhai for a meeting, and because the meeting lasted until the evening, ** stayed in the Juxiang Book House for one night.
Since then, every time I come to Zhongnanhai for a meeting, I will live in Juxiang Book House when I need to borrow a place.
Although the meeting passed the decision to move the ** organ to Zhongnanhai, it was not until September 21 that the CPPCC was convened that it was officially moved from Xiangshan to Zhongnanhai.
Since then, Juxiang Book House has become an important office location, from September 1949 to August 1966, ** lived here for a total of 17 years.
Even after leaving the Juxiang Book House, many important historical events still took place here, and it was here that I met Nixon and Kissinger.
In fact, agreeing to move to Zhongnanhai also has deeper considerations, first of all, the traffic problem.
In the past, I often had to go back and forth between Xiangshan and Zhongnanhai, which was not only the road but also a waste of time.
And every trip needs to consider security issues, which consumes too much manpower and material resources.
In contrast, it was very convenient to live directly in Zhongnanhai, and there was no need to go back and forth for meetings, and at that time, Peking had just been liberated, and the people had already experienced many years of turmoil.
If the office is rebuilt again because of the relocation of the office location, it will cause more waste, which is undesirable.
Not long after *** moved to Zhongnanhai, the founding ceremony was officially held on October 1, and China also opened a new chapter in history, and since then Zhongnanhai has become the office location of the ** organ, which has continued until now.
Zhongnanhai has also witnessed the development history of New China and has become an important symbol of the country.
Ye Shuai finally chose Zhongnanhai as the office location of the ** agency, which naturally had far-reaching considerations, and the facts proved that this choice was correct.
The reason why I was reluctant to move out at the beginning, in addition to the nostalgia for the original site, was more to express the belief of severing with the feudal color, and there was some truth in the consideration.
Beiping has become the capital of many dynasties since Liao, and the depth of its historical heritage is self-evident, and Zhongnanhai, as the office location of many important figures, naturally has its unique advantages.
