On the 17th local time, Afghanistan issued a statement announcing that it would not send representatives to the United Nations International Conference on Afghanistan scheduled to be held in Doha, the capital of Qatar, from February 18 to 19.

The statement said that the Afghan Interim Afghan Provisional Committee (AFC) believed that the current international conference on Afghanistan was supposed to be a good opportunity for the parties to engage in frank dialogue, and that the Afghan Interim Conference would attend the meeting if the UN side guaranteed that the Afghan Interim Conference would attend the meeting as the sole official representative of Afghanistan and that it could hold talks with all parties on various issues. However, the United Nations was unable to reach a consensus with the Afghan Provisional on this issue, and the Afghan Provisional decided not to participate in the meeting.

The United Nations has previously issued a statement saying that the purpose of the international conference on Afghanistan is "to discuss how to deal with the increasing interaction between Afghanistan and the international community in a more structured, coordinated and organized manner." At the last United Nations International Conference on Afghanistan in May 2023, the United Nations also did not invite the Afghan pro temporary** representative to the meeting.
