From "no man's land" to "customer first": the new regulations rewrite the express service pattern
In the bustling city, every consumer has been troubled by the inconvenience of express delivery services. Obviously the address has been filled in clearly, why do you need to pick up the package to the post station? There are many and heavy couriers, and the distance of the express station is even more frustrating. However, a revolution is about to change all that. On December 17, 2023, the Ministry of Transport announced the "Measures for the Management of the Express Market", which standardizes express delivery services from the source and brings a series of exciting changes.
The highlight of the new regulations is the strict regulation of express delivery services. According to the "Measures", the unauthorized use of smart express boxes, express service stations and other means to deliver express mail without the consent of the user will be subject to a fine of between 10,000 yuan and 30,000 yuan. This provision will force express delivery companies to pay more attention to the needs and wishes of users, so that users will no longer worry about the inconvenience of express services.
Article 28 sets out the manner in which the recipient acknowledges receipt of the shipment, emphasizing the rights and choices of the user. The recipient can sign or choose other express methods that are easy to identify and save for confirmation. If it cannot be accepted in person, the user can designate a collector. If the user fails to accept the express mail in person, the express delivery company shall agree with the user on the way of express delivery and confirmation of receipt, and prevent the unauthorized delivery of the express mail to the smart express box, express service station and other express terminal service facilities.
According to the data of the State Post Bureau, the year-on-year growth of express delivery business volume and business revenue in 2023 will be 195% and 145%, a record high. In 2024, it is expected that the express business volume and business revenue will continue to maintain a growth rate of about 8%, reaching 142.5 billion pieces and 13 trillion yuan. This shows that the implementation of the new regulations has not affected the development of the market and its growth trend.
