2023 is the third year of the full implementation of green building materials product certification, and it is also a year of rapid development of the green building materials industry. As of the end of December 2023, the total number of green building materials product certification certificates has exceeded 7,000, a year-on-year increase of 89%, and the green building materials certification production enterprises have covered 31 provinces (municipalities and autonomous regions) across the country. 1.The Ministry of Finance and others issued the "Guidelines for the Implementation of Policies and Projects for Procurement to Support Green Building Materials and Promote Building Quality Improvement".
In order to promote the implementation of the policy of procuring green building materials to promote the improvement of building quality, the Ministry of Finance, the Ministry of Housing and Urban-Rural Development, and the Ministry of Industry and Information Technology have formulated the "Implementation Guide for the Policy Project of Procuring and Supporting Green Building Materials to Promote Building Quality Improvement", which was issued on March 22, 2023.
The guidelines are applicable to the relevant activities of the whole process of feasibility study preparation, design and review, procurement, construction, testing, acceptance, and (pre-)evaluation of construction projects included in the implementation scope of the policy of procuring green building materials to promote building quality, including hospitals, schools, office buildings, complexes, exhibition halls, convention and exhibition centers, gymnasiums, affordable housing, etc.
2.The control items of the "Green Building Evaluation Standards (Partial Revision Draft for Comments)" add requirements for the proportion of green building materials to be used.
One of the highlights of this revision is the new requirements for the application proportion of green building materials, which puts forward clear grading requirements for the application ratio of green building materials and the evaluation grade of green buildings, and raises the scoring threshold. Green building materials will be an important part of promoting the low-carbon transformation of the construction field in the future, and will be strongly supported and continuously concerned by the state!
3.Notice of the six departments on carrying out the activities of green building materials to the countryside in 2023
On March 9, 2023, the General Office of the Ministry of Industry and Information Technology, the General Office of the Ministry of Housing and Urban-Rural Development, the General Office of the Ministry of Agriculture and Rural Affairs, the General Office of the Ministry of Commerce, the General Office of the State Administration for Market Regulation, and the General Department of the National Rural Revitalization Administration issued the "Notice on Carrying out Green Building Materials to the Countryside in 2023". The notice clearly states that the China Building Materials Federation and the Green Building Materials Product Certification Technical Committee will take the lead and organize relevant units to set up an activity promotion group to carry out rural activities in conjunction with the pilot areas.
4.Jin Zhuanglong, Minister of Industry and Information Technology, - the activities of green building materials going to the countryside are included in the key work of steady industrial growth
On March 5, after the opening meeting of the first session of the 14th National People's Congress, Jin Zhuanglong, Minister of Industry and Information Technology, said in the first "ministerial channel" interview of the two sessions of the National People's Congress that he would promote the steady growth of industry, upgrade and transform traditional industries, and will continue to incorporate green building materials into the key work of steady industrial growth this year.
5.Green building materials help promote household consumption
On July 18, the Information Office held a regular briefing on the policy of "Promoting Household Consumption and Striving to Expand Domestic Demand" in Beijing. 6.The second batch of CECS evaluation standards for green building materials was officially implemented
36 association standards, including the "Evaluation of Green Building Materials and Roofing Greening Materials" compiled by the Science and Technology and Industrialization Development Center of the Ministry of Housing and Urban-Rural Development and other units, have been reviewed and approved by the Green Building and Eco-Urban District Branch of the China Engineering Construction Standardization Association, and have been officially implemented on May 1, 2023.
7.The fifth plenary session of the first session of the Technical Committee for Green Building Materials Product Certification was held in Beijing
At the meeting, it reviewed and adopted the "General Principles for the Implementation of Green Building Materials Product Classification and Certification" (revised draft), "Green Building Materials Evaluation Roof Greening Materials" and other 36 standards into the certification catalogue and the "Green Building Materials Product Certification Technical Expert Database Management Measures (Trial)".
8.The CNCA issued a new version of the "General Principles for the Implementation of Green Building Materials Product Classification and Certification".
