Q: The province is implementing the new revitalization policy of "rural revitalization", can you introduce the successful launch of this scientific and technological innovation project?
A: *Attaches great importance to our province as a major region for the implementation of the national campaign of "Food ** and Security" initiated by Mongolia, the long-term development policy of Mongolia's "Vision 2050" and economic and social development in the new century. ** The implementation of the rehabilitation policy, which will create a new residential complex, will have an important impact on the decentralization of Ulaanbaatar, population migration will increase, and production and services will be expanded. In terms of land location, the main regions with the most successful implementation of agricultural projects are ** province, Selenga province and Darkhan Ul province. Due to its proximity to the capital and direct links by rail and road, it is easy to supply to major markets, which is an advantage. In order to disperse the population of Ulaanbaatar, the investment, transport and logistics hub to be built next to the new international airport should be attracting interest, with a marked increase in domestic and foreign investment in the province's agricultural sector. We are formulating a policy based on the production of agricultural products, and continue to implement the "agricultural production strategy" according to the province's economic and social status, characteristics, resources and development needs, so as to improve the quality of life of the people and accelerate the development of the region.
Q: A large number of agricultural projects based on foreign capital and modern technology are implemented in our province, please introduce some details of the project implementation.
A: Japan, China, Russia and other countries continue to propose ways to invest in the province's agricultural sector. For example, a South Korean company offers services for growing medicinal plants. Japan has started to establish model cooperatives in areas such as Basenbergum, which was implemented with the participation of a team of scientists from the Mongolian National University of Science and Technology, and as a Japanese investment project, the cultivation of edible onions in Basenbusum has been successfully implemented for the second year in a row. In addition, Russia and Germany have put forward practical plans to invest in our agricultural sector. The dairy farm uses the technology of the Hokkaido farm "Shinmura" and the equipment of the Israeli company "AFIMILK".
Progress has been made on a number of high-tech and innovative projects, such as the construction of a 50,000-tonne smart cellar and storage complex using the latest technologies in the Bayanhangai region next spring. Designed and feasibility studies in accordance with European standards, the smart warehouse will be built using Dutch technology and will receive 50,000 tons of vegetables per year. A vegetable cleaning and processing plant will be built inside, which is a smart warehouse that can store vegetables from all growers in Selenga, Darkhan Ul and ** provinces, providing 100% vegetarian food supply for the people of the capital. The complex has received permission for the construction of 10 hectares of land, and the foundation stone will be laid and construction will begin in April next year. At the same time, 100-150 new stable jobs will be created for the local area.
Q: Investments in the livestock sector have already begun, incorporating new technologies, and your province's example will serve as a model for other provinces to develop a sustainable economy based on animal husbandry, can you tell me more details about these projects?
A: In the Bayan Hangai area, a farm with about 200 cows has been put into operation, and its milk processing technology comes from the "Shinmura" farm in Hokkaido, Japan, and the construction of the farm of the Japanese sumo champion Harumafuji is 40% complete. Farms using equipment from the Israeli company "AFIMILK" sterilize milk at high temperatures without losing the basic taste and nutrients of the original milk. With the advent of farming, modern technologies and processes have followed, and with it the best seeds for growing and harvesting cattle feed, a demonstration farm that can reliably supply milk and dairy products to the citizens of Ulaanbaatar will create 50-80 local jobs.
The 50,000-tonne smart vegetable cellar is designed according to European standards, built with Dutch technology after a feasibility study.
In addition, we are cooperating with one of Russia's leading agricultural companies, the Sibagro Group, in the implementation of a project to create a "pig breeding complex" and a food factory in Basenbersum. The "Sibagro" group has more than 30 subsidiaries, 14 pig farms, and regularly bathes, cares, feeds and fertilizes the pigs. In total, the group grows 250,000 hectares of pig feed and grains and exports them to 20 countries around the world, and the institution also has a private research center of more than 100 scientists and a laboratory for the study of swine diseases and bacteria. The complex to be built in Basenbersum will be built using Italian technology and installed with German equipment, the plant will raise 50,000 pigs per year, process and export pork, and will create 400 permanent jobs, including veterinarians, laboratories and engineering technicians.
Q: Since last summer, there have been rumors that the SIBAGRO group has been investing in the construction of a pig complex, when is the expected start of work?
A: In December last year, the survey of production water resources was carried out in spring, summer, autumn and winter, and the production water resources were determined. Since water resources will play an important role in the feasibility study, detailed exploration and research have been carried out, this is the first high-tech industrial park in Mongolia that meets European standards, together with this plant, fertilizer and feed factories will also be built, we will have the opportunity to develop agriculture according to European standards, veterinary laboratories of international standards will also be completed, products can fully meet the domestic market and be exported to China, which means that the province will become a large export province, the implementation of the "new rejuvenation policy" We are pleased that the Speaker has learned about this work and expressed his support for this policy, as the results of the work are beginning to be felt in our province, with an unprecedented resurgence of interest in investment in the agricultural sector and a revival of the countryside.
The pork processing and export plant invested and built by the "SIBAGRO" group uses Italian technology and German equipment, with an annual breeding capacity of 50,000 heads.
Q: Among the exporting provinces, the Central Province successfully exported rapeseed to China last autumn. Is this a positive news and motivational process for farmers?
A: In order to implement the "food and security" and the "new rejuvenation policy", to achieve the goal of a major grain exporter, in order to support our farmers, in October last year, the "Ulaanbaatar Railway" cooperated with China and successfully exported rapeseed to China, it can be said that this is an experiment to increase agricultural products and output, and directly prepare and export the products and raw materials that have been produced from the top businessmen, which has also proved to be an effective work. The peasants' incomes have increased by a large margin, and their incomes have become moderately prosperous. It is our general policy to transport raw materials and products prepared by herders and farmers to domestic and foreign markets, without middlemen and without going through the hands of money changers, which is beneficial to both merchants and consumers.
Q: Are the meat processing plants built with German technology and the ones that bring hope to the mining industry already in operation?
A: In Rensum, a Chinese-invested and German-built complex for slaughtering 2,500 small animals and 300 large animals per day, as well as a meat sorting, packaging and by-product processing complex, have been put into operation. With this plant, 250-300 people will have permanent jobs, and the products produced will be exported. In addition, last fall, the Jonshny concentrate plant of Mongolian Czech Metals LLC was put into operation in Basen-Bosum, which mixes low-grade ore discarded from mining many years ago with newly mined ore to produce a high-grade concentrate with more than 97% calcium fluoride, which is expected to increase the share of the processing industry in the province's GDP and create about 200 jobs, which will have a significant impact on local development.
Q: Compared to the past, when investors go to the provinces to talk about new technologies and innovations and submit projects, the province seems to be setting a good example in this regard, what policy activities are being carried out in order to localize the adoption of new technologies in the province?
A: Taking advantage of the good time for investors to pay attention, we are trying to start the process of localizing technological innovation in the local area. In January last year, the event "Localizing Science, Technology and Innovation" was held in Zonmod. In cooperation with German, Chinese and Russian agrarian universities and large companies, we select and breed new varieties in the field of agriculture, introduce advanced technologies for greenhouse planting, forage and cultivated plants, vegetables and fruits, and develop projects and plans for the development of innovative products. In addition, a working group has been set up in cooperation with the National Academy of Sciences of Mongolia to produce smokeless fuel suppressors from plant-based raw materials using Tawan Tolgoi Mining Company in Sergelen.
