In the "pesticide business group in the district", the relevant personnel of the Agriculture and Animal Husbandry Bureau of Horqin District, Tongliao City openly said that the business households applying for the first time, "the pesticide purchase, sale and storage system must be compatible with the training system in the last city, and those who do not meet the requirements will no longer be accepted." At the same time, the business personnel who sell this software also claim that "I have connected to the regulatory background for my software", and he does not shy away from its "special status".
In the face of doubts, the relevant person in charge of the Plant Protection and Plant Inspection Department of the Agricultural Technology Extension Center of the Tongliao Agriculture and Animal Husbandry Bureau said: It is not mandatory or specifies a certain software, but the software recommended by the city is cost-effective, complete and cheap.
Such a set of rhetoric sounds high-sounding, but compared with the situation reported by the operators and the results of the reporter's investigation, it is not difficult to find loopholes.
First of all, the local authorities did not respond positively: if the operator did not buy the software involved, how should it be approved? If only one piece of software is compatible with the "last city training system", it is essentially a forced purchase.
Secondly, the reason for the local "recommendation" of this software is also difficult to stand. Not to mention that pesticide operators have always been able to use similar software launched by the Ministry of Agriculture and Rural Affairs for free, even if they have to buy the software involved, the software is only sold for 1,500 yuan in neighboring Hebei Province. The ** of 2000 yuan has nothing to do with the word "cost performance" in any case.
In fact, the operators are very clear about what is going on with this operation of the local authorities. On December 14 last year, the Tongliao Municipal Agriculture and Animal Husbandry Bureau held a relevant meeting and explained the software involved at the end of the meeting. When the staff explained, the mobile phone number of the software salesman and WeChat *** were displayed on the screen, and a business owner who participated in the meeting told reporters: "The last explanation at the meeting, I listened to it and let me buy the software!" As far as the objective effect is concerned, no matter what the original intention of the local authorities is, the software dealers involved have taken advantage of the "best recommendation".

But in the Tongliao incident, the software that was officially "recommended" was the only option, and its position was close to monopoly. Such an arrangement is not only difficult for pesticide operators to accept, but also for all sectors of society to ask: how did the relevant departments make relevant decisions? Is the process and background legal and compliant?
As far as the status quo is concerned, the software dealers involved have received actual benefits, and to some extent, this benefit has been "transmitted" from the relevant local authorities. Whether it is intentional or unintentional for official institutions, this kind of practice is not in line with its duties and missions, and will inevitably be questioned by all sectors of society. As the Voice of China report asked: Is it appropriate for the Tongliao Municipal Agriculture and Animal Husbandry Bureau to claim that it is not mandatory or specified, but it is publicly recommending a certain software? Should the cost of strengthening supervision be paid for by the supervised?
The use and sale of pesticides is not a trivial matter, and of course requires strict supervision and management. But the more important the work, the more important it is to be open and transparent, and not leave any room for "small actions".
When the competent department establishes a back-end system, it shall give full consideration to the compatibility of the software used by the operator, and cannot only open the door to individual software. In this regard, the local government should also investigate the root cause of this matter, and change it if it has heard it, so as to regain the trust of the operators.
