It is difficult to find Nanjiang County on the map, which shows the remoteness of this place. In April 2005, in the early spring, the new poverty alleviation working group of the head office of ICBC entered Nanjiang County, Bazhong City, Sichuan Province to carry out poverty alleviation work, and Liu Pengsheng, then 30 years old, became the leader of the new round of poverty alleviation group.
Take a plane from Beijing to Chengdu and drive 400 kilometers northwest to the Nanjiang River, which takes nine to ten hours to get there. Such a journey, from strange to familiar, Liu Pengsheng took a year.
It is difficult to go to Shu and it is difficult to go to the sky
Nanjiang County is located at the southern foot of Micang Mountain in the northern edge of Sichuan, with an average altitude of 1,100 meters, complex terrain, vertical and horizontal streams and ravines, and mountains and rivers depend on each other.
Liu Pengsheng, who grew up in the plains since he was a child, had no idea of the geography of the mountains before he arrived.
Li Bai once sighed in the face of the rugged mountain roads in Shu: "The difficulty of the Shu Road is difficult to go to the blue sky!" "In 2005, Nanjiang was in the same situation.
Sometimes it rains in the middle of the night, and when you wake up in the morning, you see falling stones in the middle of the road. Recalling the situation back then, Liu Pengsheng said with palpitations: "The situation in the mountainous area is much more complicated than imagined, and there are several times when I return to the county seat, there are huge boulders blocking the way, and people can only get off the car and carefully pass by the stones." ”
After being stationed in Nanjiang County, in order to fully understand the local situation, Liu Pengsheng and the members of the poverty alleviation team went to the homes of farmers to conduct field visits. The local farmers live in scattered areas, with houses at the foot of the mountain and halfway up the mountain, and some even live in the high mountain area.
It takes more than 4 hours to drive from the office to the foot of the mountain, and then it takes another 4 hours to hike to the top of the mountain.
In the face of such a situation, the members of the poverty alleviation group did not flinch in the slightest. They went deep into 35 townships and 51 villages to conduct comprehensive visits and surveys, and held discussions with relevant departments such as the County Education Bureau, the Poverty Alleviation Office, the Health Bureau, and the China Merchants Bureau, and held discussions with the Industrial and Commercial Bank of China Sichuan Branch, Bazhong City Branch, Dazhou Branch, and Nanjiang County Branch for many times.
After a series of efforts, Liu Pengsheng has a deep understanding of the situation in the county, and has studied and proposed feasible assistance measures.
Education helps to raise hope
Before we arrived, ICBC had been helping Nanjiang for ten years, invested a lot of money, and the local situation has changed a lot, and the situation of no clothes to wear and no food to eat no longer exists. The efforts of his predecessors have greatly improved the local poverty situation, and Liu Pengsheng continues to explore along this path.
In 2005, the rural areas were dominated by crop farming, but the steep slopes and frequent natural disasters hindered the development of the industry, and many young people had to go to other places to work in order to survive.
During our research and visits, we found that the divorce rate in the local area is very high, and many couples have restarted their own families after going out, and their children are left in the county to take care of the elderly. Liu Pengsheng said. Due to the backwardness of concepts, the fragility of the economy, and the lack of investment, the local dropout situation is extremely serious, and the problem of "difficulty in going to school" is prominent.
In this regard, the members of the poverty alleviation group and the county education bureau formulated a "1+1" assistance plan for primary and secondary school students, and mobilized the staff of the head office to carry out the student assistance plan. At the same time, they spent nearly half a month in 15 townships and towns such as Liuwan, Tuanjie and Tianchi, personally visited the students' homes, verified the family situation, screened and identified 20 outstanding poor students as funding objects, and helped the children realize their "college dreams".
The farthest way from home to school is seven or eight kilometers, and there is a lot of rain in the area, and sometimes the water will overflow the small bridge and need to wade through, which reminds me of the scene when I was five or six years old and went to school in northern Jiangsu, but it was more than 20 years since I went to primary school. Recalling the scene he saw when he first went to the school, Liu Pengsheng sighed. The children were crammed into a small house to study, and from time to time stones rolled down from the mountain, and the conditions were very harsh.
Faced with the negative impact of weak infrastructure on education development, the poverty alleviation group won the head office 2330,000 yuan of funds for the reconstruction of the comprehensive building and toilets of Liangshui Primary School; Obtained the support of enterprises to complete the construction of Shahemeng Village Primary School and Shahe Town Central Primary School; Strengthen the liaison with the Poverty Alleviation and Social Service Department of the All-China Federation of Industry and Commerce, and help build Hope Primary School in Tangfang Village Primary School and Yuantan Township in Ganchang Township.
Members of the poverty alleviation team also volunteered to provide English tutoring for 80 students in the second grade of Nanjiang Middle School in their spare time during the summer vacation, accumulating 80 class hours. As a member of the tutoring team, Liu Pengsheng told reporters: "It's not a teacher, it's just to expand some extracurricular reading for them, so that they can have some understanding of the languages of other parts of the world." The teaching effect is very good, and the students are very positive. ”
Health and industrial assistance to dispel the "haze".
In the process of surveying, the poverty alleviation team found that the local grassroots health work needs to be improved urgently. Due to the poor water quality in the local area, and the fact that there are many cases of close relatives marrying, various diseases such as big neck disease and kidney stones are prominent, and "difficulty in drinking water" and "difficulty in seeking medical treatment" have become a persistent "haze" hovering over the village households.
After stationing, the poverty alleviation group carried out the work of health poverty alleviation, organized all employees of the Industrial and Commercial Bank of Nanjiang County to widely participate in the publicity and mobilization of new cooperative medical treatment in rural areas, and raised more than 4.5 million yuan for more than 450,000 people in the county, with a participation rate of 842%, and 100% rural coverage. He led experts and medical personnel from the County Health Bureau, the Center for Disease Control and other relevant departments to go deep into Tieluba Village and Yanfang Village, Guangwu Town, above 1,200 meters above sea level, to conduct free free clinics for 152 households and 378 people in the town, contributing to the dispersal of "haze".
At the same time, Liu Pengsheng and the poverty alleviation group also actively cultivated industries with special characteristics and increased peasants' incomes. In 2005, with the help of the poverty alleviation group, Nanjiang County standardized the new planting of 50 acres of honeysuckle, more than 20,000 plants, 18 acres of new walnuts, more than 1,000 plants, and cultivated 8 large planting households; There are 13 large households with more than 50 Nanjiang yellow sheep breeding, and the number of Nanjiang yellow sheep in the village has reached 1,200, with more than 8 sheep per capita; donated 2,000 yuan to send 10 sheep to the villagers to help develop Nanjiang yellow sheep; Guided the villagers to develop 3 new farmhouses, renovated and expanded 5 households, and the per capita net income of farmers reached 2,100 yuan, an increase of 150 yuan over the previous year.
Promote the beauty of Nanjiang

Guangwu Mountain is located in the north of Nanjiang County, "Fengqi", "Stone Monster", "Valley Quiet", "Water Show" and "Mountain Green", which is a magical and beautiful natural landscape. In January 2004, it was approved as a national key scenic spot.
Liu Pengsheng took a fancy to this "natural treasure house" and believed that this was a good time for Nanjiang to develop tourism.

The Poverty Alleviation Group has repeatedly communicated with the China Development Bank, the Great Wall Asset Management Corporation and the credit management departments of the provincial and municipal branches of the Industrial and Commercial Bank of China on the financing of the Nanjiang-Shahe Highway Reconstruction Project, and has led the Ministry of Communications and the Finance Bureau to study relevant plans.
The road in the mountainous area is open, but how to better publicize and promote the beauty of Nanjiang has become the primary problem to be solved.

Liu Pengsheng took the poverty alleviation team to Guangwu Mountain to conduct special research, organized the China Merchants Bureau, the Tourism Bureau, and the Scenic Area Management Office to prepare investment plans for tourism construction projects and specific measures for the development of scenic spots, and contacted the Investment Banking Department of the General Bank of Industry and Commerce and other social institutions to coordinate enterprises to go to Nanjiang for project inspection and negotiation, and widely promote Nanjiang tourism and other advantageous projects. On the other hand, he also made full use of the advantages of wide Internet coverage and wide coverage to regularly publish investment promotion information in Nanjiang County on the ICBC online platform, introducing Nanjiang's advantageous resources and investment environment in an all-round way.
Relying on the unremitting efforts of the poverty alleviation group, the original and peculiar natural scenery and colorful folk customs of Nanjiang County have finally stepped out of the mountains.
