The Fourth National Congress of the Workers' Party of Korea (WPK) was held
From September 11 to 18, 1961, the Fourth Congress of the Workers' Party of Korea was held at the Grand Theater in Pyongyang. During these eight days, the meeting comprehensively summed up the great achievements of the Workers' Party of Korea and the brilliant victories of the Korean people under the leadership of Comrade Kim Il Sung, and greeted new challenges with warm applause, cheers, and a face full of joy and excitement.
Delegates attending the congress came from various provinces, cities, and districts, as well as from the Party Congress of the Korean People's Army, as well as numerous functionaries of party and government organs, mass organizations, economic organs, and people from the scientific, educational, health, and literary and artistic circles.
Thirty-two delegations of the Communist Party and the Workers' Party, including the delegation of the Communist Party of the Soviet Union and the Communist Party of China, as well as representatives of the editorial board of the "Question of Peace and Socialism" also attended the congress.
On the first day of the congress, Comrade Kim Il Sung made a report summarizing the work of the Korean Workers' Committee, in which he reviewed the great victories won by the Workers' Party in overcoming untold hardships and in the socialist revolution and socialist construction, and put forward the programmatic tasks of victoriously accomplishing socialist construction and the peaceful reunification of the motherland and a clear way to realize it.
Next, Comrade Kim Guilin and Comrade Kim Il respectively made reports on the summary of the work of the DPRK Labor Inspection Committee and the plan for the people's economic development of the DPRK for seven years (1961-1967).
The delegates made enthusiastic speeches and unanimously pointed out the correctness of the party's line and policies, the wisdom of the party's leadership, and the determination to implement the party's policies more thoroughly in the future.
In the passage of time of agitation, the congress summed up the brilliant victories of the Workers' Party of Korea and the people of the DPRK in the arduous struggle after the Third Congress, summed up the great victory of Marxism-Leninism in Korea, and adopted a resolution on the summary of the work of the Committee.
The congress adopted the control figures of the seven-year plan for the economic development of the people of the Democratic People's Republic of Korea (1961-1967) and the declaration of the Fourth Congress of the Workers' Party of Korea (WPK) "For the peaceful reunification of the motherland".
At the same time, the congress elected the leading organs of the DPRK, and Comrade Kim Il Sung, the respected leader of the Korean people, was once again elected chairman of the committee. The eight-day rally, as a rally of victors and unity, effectively fulfilled its tasks and made great contributions to the future of the Korean people.
The resolutions of the congress have illuminated the way forward for our people with the torch of Marxism-Leninism, infinitely inspired the hearts of the Korean people, and aroused them to a new and great battle.
The Workers' Party of Korea (WPK) is firmly armed with the invincible Marxist-Leninist theory and has been tempered and tested by arduous struggle. The Party must, with its heroic and selfless struggle, confidently lead the Korean people to a brighter future, hold high the banner of proletarian internationalism, and firmly defend the eastern outpost of socialism.
The future of the Korean people is brilliant as they strive for the successful fulfillment of the programmatic tasks set forth at the Fourth Congress of the Workers' Party of Korea (WPK), which led us to a glorious victory.
The entire Korean people will unite more closely around the Korean Labor Committee headed by Comrade Kim Il Sung and march more vigorously along the path guided by the Party, toward the peak of socialism, and toward the reunification of the motherland, which will prosper for the reunification.
