More than 300 independent colleges have contracted about 40 undergraduate enrollment programs across the country. However, controversy is like a lingering haze that haunts them. The relationship between independent colleges and their parent schools has been cut and disordered, so that they have been labeled as "private universities with red hats" and "copycat universities". To this end, in 2008, the Ministry of Education promulgated the Measures for the Establishment and Management of Independent Colleges, requiring them to complete the restructuring and transformation within five years. The five-year transition period has been a long way off, but most of the independent colleges are still standing. The Ministry of Education's documents seem to be a dead letter.
On May 15, 2020, the General Office of the Ministry of Education once again issued the "Implementation Plan for Accelerating the Conversion of Independent Colleges", requiring all localities to take the conversion of independent colleges as the top priority of the establishment of colleges and universities.
This time, independent colleges across the country have come up with conversion plans, showing unprecedented determination and courage. In half a year, all independent colleges in the country have formulated a work plan for the transfer, and the independent colleges organized by the universities affiliated to the department and the universities jointly established by the ministry and the province have taken the lead in completing the transfer. Today, more than 100 independent colleges across the country have been reborn under the new name, and they are like phoenixes that have been reborn from the ashes.
Among the independent colleges that have completed the transformation, 16 colleges have been officially approved to be converted into public ordinary undergraduate universities. These colleges have been transformed in different ways, and merging with local public vocational colleges is undoubtedly one of the most rapid ways. To illustrate with concrete examples:
The School of Business of Shanxi University merged with Shanxi Jiaotong Vocational and Technical College, Shanxi Construction Vocational and Technical College, and Shanxi Provincial Business School, and the new name is Shanxi Vocational University of Engineering and Technology.
After the merger of the School of Science and Technology of Hebei University of Science and Technology and Hebei Industrial Vocational and Technical College, it was renamed Hebei Vocational and Technical University of Industry, highlighting its engineering characteristics and strength.
The College of Science and Technology of North China Electric Power University merged with Xingtai Vocational and Technical College, and the new name is Hebei University of Science and Technology Engineering Vocational and Technical University, emphasizing its dual advantages in engineering and technology.
