I feel that the courts have paid close attention to the people's urgent problems and have done a lot of fruitful work in deepening the governance of litigation sources. Judicial services reach every household in every village, and the legal demands of grassroots farmers can be resolved in a timely and efficient manner at their doorstep, laying a solid foundation for 'no litigation cases, no legal blank slips, and no blind spots for law popularization'. Kong Feifei said that since 2023, after the careful deployment of the Ili Kazakh Autonomous Prefecture Branch of the High People's Court of Xinjiang Uygur Autonomous Region, the Qapqar Court has identified the rule of law needs of judicial services and rural revitalization in the new era, and has chosen to build a "three-no" village at the grassroots level where there are many contradictions and disputes and the people's awareness of the rule of law is relatively weak, and constantly improve the prevention, investigation and early warning, and diversified resolution mechanisms of the source of contradictions and disputes, so that a large number of contradictions and disputes can be resolved before they occur, stop before they are litigated, and integrate into all aspects of grassroots governance. Use the rule of law thinking and rule of law methods to lead rural governance, and promote the development of litigation source governance to a higher level with active justice.
Kong Feifei suggested that the basic level people's courts and their people's tribunals should continue to play the role of the rule of law in consolidating the foundation, stabilizing expectations, and benefiting the long-term, further improve the multi-departmental coordination and linkage mechanism for dispute resolution, and build a large governance pattern of "party committee leadership, responsibility, social coordination, public participation, and rule of law guarantees", and ensure that judicial mediation, people's mediation, and administrative mediation are standardized, institutionalized, and long-term. Closely focusing on rural revitalization, focusing on "no litigation cases, no legal blank rules, and no blind spots for law popularization" to create more "three no" villages, adhere to and develop the "Fengqiao experience" in the new era, and truly achieve "small things do not go out of the village, big things do not go out of the town, and conflicts do not turn in", and make judicial contributions to grassroots social governance.
